中文摘要：	在服务外包行业迅速发展的背景下，软件外包是在全球范围进行资源有效配置从事软件生产的必然产物。在软件外包项目中，需求变更往往不可避免，而需求变更是影响软件项目进度、成本和软件质量的重要因素。所以需求变更管理就成为了软件外包项目管理中的一个重要内容，目的在于使需求变更对项目的影响降到最小。联盟计算机服务有限公司（Affiliated Computer Services，ACS）是一家典型的服务外包企业，在公司目前的软件外包项目中由需求变更而引起的问题出现频率高，并对项目的进度、成本和软件质量产生重要影响。本文以笔者所在的TRI项目（Total Rewards Insight）为例对项目中存在的需求变更问题进行分析研究，以解决项目需求变更管理中存在的主要问题。 本文在对ACS公司TRI项目现状分析的基础上，建立需求变更基线模型，提出了项目需求变更管理中存在的主要问题，通过使用原因鱼骨图对主要问题进行原因分析，得到导致问题产生的主要原因。针对TRI项目中的主要问题以及问题产生的主要原因，以PMBOK与ITIL中变更管理相关理论为基础，设计需求变更管理改进方案与实施计划。需求变更管理改进方案在实施之后预期可以起到降低变更成本、提高软件质量和客户满意度等效果。 本文对需求变更管理的研究成果可应用于ACS公司内部其他软件外包项目，使公司软件外包项目的需求变更管理水平得到整体提高。此外本文需求变更管理改进方案的设计思路对一般软件外包项目也可起到借鉴作用。
英文摘要：	In the context of the rapid development of service outsourcing industry, software outsourcing is an inevitable outcome of effective resources allocation on global scale. During the progress of a software outsourcing project, requirement change is unavoidable in most cases. And requirement change is the important factor of software project schedule, cost and software quality. So requirement change management is an important part of software outsourcing project management. The purpose of requirement change management is to minimize the affections caused by requirement change. Affiliated Computer Services is a typical service outsourcing company. In the software outsourcing projects of ACS, the problems caused by requirement change appear in high frequency and make important affections to software project schedule, cost and software quality. This paper takes Total Rewards Insight project which author involves in as target to research the requirement change problems that exist in the project in order to resolve the major problems in requirement change management of the project. On the basis of existing condition analysis of TRI project, this paper brings up the major problems of requirement change management in the project by using the model of requirement change baseline. By analyzing the major problems through fishbone diagram, it figures out the major reasons that cause the problems. According to the major problems and reasons, this paper gives an improvement program of requirement change management and its implementation plan based on the relevant theories of change management in PMBOK and ITIL. The expected effects of program implementation are saving change cost, improving software quality and customer satisfaction. The research result of this paper is also applicable to the other software outsourcing projects of ACS so that the quality of requirement change management will be improved in all software outsourcing projects of ACS. In additional, the design thought of the program of requirement change management could be used for reference in common software outsourcing project.
