| 中文摘要: | 地方性公共建设类国有企业的运营和发展,受到自身历史和外部环境的诸多影响和制约,如何突破体制和自身因素的制约实现跨越式发展,是企业在当前形势下面临的重要课题。本文以青岛市政工程集团公司的发展战略研究为例,通过对企业发展沿革和现状回顾,指出这个先后经历了各种管理体制变迁的企业集团,从1997年起,在当地市政工程建设市场的逐步放开,越来越面临本地民营企业、国内其他地区大型国企挑战的情况下,如何遭遇生产经营低迷,公司领导层更换如何更好贴近市场、抓住机遇使得经营业绩大幅回升。而在公司经营日渐好转时,为了更好地适应未来环境变化和挑战,及时明确未来发展战略成为关键问题。本文通过SWOT分析法,对企业自身优势和劣势,以及内外部环境做了充分说明,从战略角度探寻企业中长期发展的定位和方向,概括出“以本地为基础、工程是根本、适度扩多元、挖潜增厚度”的基本方针。而为了能顺利地实施战略,本文确定了以产业升级、资产扩张、人力资源发展为核心的发展战略规划,指出在产业升级中资产扩张的重要性,认为集团应致力于打造唯一融资平台,并尝试发行企业债券等方式来提升企业融资能力,为以资金密集型的产业发展特征打下基础。人力资源作为企业关键资源,在促进企业发展,追溯产业发展潮流中起重要作用。由于改制过来的企业在人事管理上总是缺乏相应的激励机制和手段,使得企业员工相对于民营企业没有动力,这既不利于企业长远发展,也会造成关键资源的浪费,因此如何调动员工的积极性,充分发挥人力资源管理的作用成为战略规划的重要一部分。本文还结合实际,制定相应的实施方案和执行措施,指出创新企业经营模式、构造特色企业文化、完善法人治理结构、提升质量管理和企业品牌形象的重要性,以期达到推动企业持续健康发展的目的。 | |
| 英文摘要: | Operation and development of local state-owned enterprises which are doing public construction are influenced and restricted by their own history and external environment. How to break through the restrictions from either economic system or enterprise itself and realize great-leap-forward development is an essential object faced by current business cooperations. The paper is going to take the developing strategy of Qingdao Municipal Engineering Group Co., Ltd. as an example to analyze business characteristics and external environment and their strategic impact on the company’s target and direction in the long-run. Through the review of history and current status, we point out the challenge it is faced with during the period 1990’s and how it overcome the difficulty to make the operating performance improve. In order to better adapt to future environment changes and challenges, it is necessary to clear the strategy for future development. With a SWOT analysis, the author illustrates the advantages and disadvantages, as well as internal and external environment, which determine the planning on developing strategy including industrial upgrading, assets expansion and human resource development. And the paper is also going to discuss how to make implementation schemes and measures for the purpose of promoting the sustainable and healthy development of enterprises. | |
