| 中文摘要: | 能源是国民经济的命脉,是推动经济发展和维持社会稳定的重要物质基础。改革开放30年以来以来,中国连续多年保持经济的高位增长。中国正处于工业化、城市化进程加快,能源需求旺盛的历史阶段。面对粗放型的经济增长方式,现行的能源资源供给体系已无法适应,因此,伴随生产力的高度发展,如何解决经济发展、能源消费、资源利用和环境保护失衡,几乎是每个国家不得不考虑的重要问题。能源价格上涨,企业和单位的能耗成本费用居高不下,能源环境问题突出,改善环境和保护生态的意识逐年提高。基于上述原因,发展循环经济, 建设节约型社会已成为社会发展的重要问题。如何实现节能、如何降低能源成本,如何充分利用能源,这些现实状况成为每个企业需要重点思索的问题。实施节能减排战略则成为一种必然的选择,它对于保证中国经济持续健康发展、预防人类生存环境污染、促进能源技术进步、维护国家经济安全等,都具有极其深远的意义。当前国家大力提倡节能减排,相继颁布政策,积极推行合同能源管理,促进节能服务产业发展。合同能源管理的发展尚处于初期,在实践中还存在很多问题。节能服务公司也在努力摸索和尝试,以寻求更好地发展。本文以现代项目管理理论为基础,融合了系统管理理论,运用比较分析、归纳分析和实证分析等方法,针对BEM公司合同能源管理项目的特殊性,进行了深入的分析和研究。结合以往在项目管理中存在的问题,在对滨海能源冷凝水回收余热利用项目项目管理的总结与剖析的基础上,以技术、合同、风险管理为导向,就合同能源管理项目的组织管理和管理实施方法提出了解决方案,并进行了可行性论证,提出了系统的对策和措施,以及其它辅助措施。 | |
| 英文摘要: | The energy is the lifeblood of the national economy, it is to promote the development of economy and maintain the important material base of the social stability. Since reform and opening-up over the past 30 years, China has kept economic high position growth for years. China is in industrialization, urbanized process to accelerate, the energy demand is at vigorous historical stage. In the face of the extensive style of economic increase, it has been already unable to suit that current energy resources supplied the system, so, follow high development of productivity, out-of-balance how to solve economic development, energy-consuming, utilization of resources and environmental protection, it is nearly the important problem which every country has to consider. The price of energy rises, enterprises and the unit energy consumption cost remain high; The environmental problem of energy is outstanding, improve the environment and protect the ecological improvement year by year of consciousness, because of the above-mentioned reason, develop recycle economy, building the saving society has already become the important problem that has considered. How to realize energy-conservation, how to reduce the cost of energy, how to fully utilize energies these realistic states have become each problem which enterprises need considering especially. Implementing the strategy of energy-conserving emission reduction becomes a kind of inevitable choice, it, for guaranteeing China's economy develops in a healthy way, prevents the environmental pollution of the human survival, promotes the technological progress of energy, safeguards the national economic security etc. continuously, have extremely far-reaching meanings. In nowadays, China has strongly advocated energy conservation, there are several policies to implement the energy performance contracting project and promote the energy services industry. In the early stage of developing of energy performance contracting project, there are many problem during the implementation of energy performance contracting project, but Chinese energy services companies has keeping trying to find a better development. This text is based on modern project management theory integrated with the system of management theory, use methods such as comparative analysis, summing up analysis and real example and analyzing, etc., to the analysis of the contract energy management project characteristic of BEM Company, have carried on deep analysis and studied. Combine the problem that existed in the project management in the past, on the basis of remaining energy utilizes summary and analysis of project management of the project to condense water to retrieve to the strand energying, control putting forward the solution with cost accounting on project organization, management, investment decision, risk management, cost, and carried on feasible demonstration and proposed main countermeasure and measure finally, and other auxiliary measures. | |
