中文摘要:本文通过对海工英派尔工程有限公司所处行业及经济背景的深入分析,为国有工程设计公司的发展明确了方向,确立了清晰的发展战略。本文首先描述选题的意义、运用的研究方法,阐述研究思路和研究框架。介绍化工设计产业的发展历程和发展趋势,以及海工英派尔工程有限公司作为一家石油化工工程咨询设计公司的情况介绍。本文对战略管理的相关理论进行了文献回顾,运用 PEST 分析法和战略群模型分析了海工英派尔工程有限公司的政治、经济、社会、技术、产业政策、产业结构、市场竞争等外部环境因素,运用价值链模型分析了该企业的产品市场和价值链现状,最后分析归纳出海工英派尔工程有限公司的优势资源和优势能力。通过对海工英派尔工程有限公司的总体情况的分析,从中寻找差距,明确战略方向,确定海工英派尔工程有限公司可采纳的发展战略是差异化战略,并对其进行了详细的分析,同时给出相应的实施办法。最后提出海工英派尔工程有限公司要实施其发展战略必须加强内部层次的构建,通过重建价值链实现公司战略资源和优势能力的持久性的竞争优势。本文以海工英派尔工程有限公司为例,探讨了该公司在新形势下的竞争战略,以期对其他面临改制或已经改制的工程设计企业有一定的参考意义。 
英文摘要:Basing on a thorough analysis for industry and economic background of COOEC-ENPAL ENGINEERING CO., LTD.(COOEC-ENPAL), This thesis proposes a definite direct and a strategy for the development of national enterprises. This thesis firstly analyses some environmental factors by using PEST analytical method and strategic group model for COOEC-ENPAL such as politics, economy, sociality, technology, industrial policy, industrial structure and market competition. Then it also utilizes value chain method to analyze product market and value chain status of COOEC-ENPAL. Finally this thesis summarizes COOEC-ENPAL’s advantage resource and competence. Through the analysis of COOEC-ENPAL overall management status that find out the disparity so as to make sure a strategic direction. This thesis also proposes available development strategies-diversity strategy, and gives detail analysis and corresponded means for this strategy combined with practice status of COOEC-ENPAL. In the end of this thesis, it is necessary that some measures such as inner hierarchy if above strategy being actualized in COOEC-ENPAL, it can be realized the advantage resource and competence of persistence by rebuild the value chain. In this thesis, the author discuss the competitive strategy of COOEC-ENPAL ENGINEERING Company in the new situation. We only offer the reference value for the company facing the reform of mechanism of system and seeking the path of development for the Engineering designing enterprises
