中文摘要：	水源、供水、排水、污水处理与中水回用形成了城市水务产业链，我国城市水务业历史较短，1883年我国第一座自来水厂上海杨树浦水厂投产，1949年全国仅有上海、南京建有4座小型污水处理厂。自上世纪90年代以来，国外大型水务跨国集团纷纷抢滩我国城市水务业市场，在引入巨额资金的同时，也引进了先进的管理经验。我国深圳、重庆等城市借鉴国外水务管理经验，率先组建城市水务集团整合城市水务业，综合实力不断增强，取得了成功的国内水务业整合经验，本世纪开始，国内城市水务业整合方兴未艾。城市水务业整合是指将城市水资源、供水业务、污水处理业务、中水回用业务及其他涉水业务等资源优化整合形成高效的政府社会监管体系和城市水务运营管理机制，主要分为政府水务监管服务体系整合和城市水务运营企业整合两个层次。城市水务业是城市基础设施产业，城市水务业的运行安全是城市运行安全的重要组成部分，因此政府在启动水务业重组整合决策时非常慎重，尽管国内部分城市已完成城市水务业整合，但较少进行系统性理论和实践工作总结分析，为推进我国城市水务业整合，本论文较全面地分析了城市水务业独特性和城市水务业整合的过程与方法，研究工作目的是为政府决策和水务企业重组提供一定的理论和实践指导作用。首先，论文运用公共产品和公共利益理论、自然垄断理论、政府规制理论的研究成果，系统地提出了城市水务业的准公共产品、公共利益及自然垄断等城市水务业的独特性，强调对城市水务业进行政府规制行为的必要性，提出了城市水务业整合必须基于公共利益的结论。通过项目管理理论研究，提出可将城市水务业整合作为项目进行研究，运用项目管理方法和工具。其次，通过国内外城市水务业管理比较研究，提出了基于公共利益的城市水务管理基本模式，分析城市水务业整合战略目标和项目产出物，分解城市水务业整合工作和活动清单，提出城市水务业整合过程。运用项目管理研究方法和工具，提出城市水务业整合项目组织模式，以及城市水务整合总体目标、经济目标和公共目标。最后以三亚水务（控股）集团组建进行案例分析，结合三亚城市特点，具体研究三亚城市水务业整合过程与方法。全文论述了水务业整合的必要性，创造性地提出了城市水务业整合运用项目管理方法，系统分析了城市水务业的独特性，提出了水务业整合战略目标、整合过程与方法，对我国正在迅速发展的城市水务业整合具有理论和实践指导意义。
英文摘要：	Water resources, water supply, water draining, waste water treatment and gray water reuse have formed an urban water affairs industry chain. The urban water affairs of our country do not have a long history. The first water treatment plant (Shanghai Yangshupu WTP) was built in 1883, and until 1949, China only has have 4 small waste water treatment plants in Shanghai and Nanjing. Since 1990s, a lot of large international water companies have entered Chinese market. Therefore, not only a large mount of money came into Chinese market, but also advanced management experience had been introduced into China. Learning from foreign water companies' management experience, Shenzhen, Chongqing and other cities first founded water group companies. They successfully integrated urban water industry, enhanced comprehensive strength. At the beginning of this century, domestic urban water industry grows vigorously. The integration of urban water industry is to optimize the resources integration of water recourses, water supply business, waste water treatment business, gray water reuse business and other water relative business in order to build a high efficient governmental social supervision system and a management mechanism of urban water industry operation, such as the integration of governmental water affairs supervision service system and the integration of water affair companies. Urban water industry belongs to city infrastructure industry, and the operation safety of urban water industry is a major part of city operation safety. Therefore, the government thought about it very carefully when starting the recombination and integration of water industry. Although some cities in China have already finished urban water industry integration, they seldom made a conclusion or analysis on the theory and practice systematically. In order to boost China's urban water industry integration, this paper is analyzes roundly about the unique features, the integration method and process of urban water industry. The aim of the research is to offer theoretic and practical guidance for government's decision and water companies recombination. Firstly, by applying the research result of public products and public interests theory, natural monopoly theory and government regulation theory, this paper systematically presents the unique features of quasi-public products, public interests, natural monopoly and others, emphasizes the necessity of regulating urban water industry by government, and puts forward the conclusion of integrating urban water industry based on public interests. Also, by researching the projects management theory, this thesis presents that by applying the methods and tools of projects management, we can research urban water industry integration as projects. Secondly, by the comparison between domestic and international urban water industry, this paper presents basic model of urban water industry management based on public interests, analyses the strategic goals and output of urban water industry integration, decomposes the work and activity list of urban water industry integration, and puts forward the process of urban water affairs integration. By applying projects management methods and tools, this paper presents projects organization model of urban water industry integration and general goal, economic goal and public goal of urban water affairs integration. Finally, by analyzing Sanya Water (Holding) Group as an example, this paper specifically analyses the process and method of Sanya water affairs integration based on Sanya's characteristic. This thesis is about the necessity of water industry integration, creatively presents integrating urban water industry by using project management methods, systematically analyses the unique features of urban water industry and puts forward the strategic goal, process and method of water industry integration, all of which offer theoretic and practical guidance for the sharply developing urban water industry integration in China.
