| 中文摘要: | 我国小额贷款公司2008年在浙江省启动试点至今已三年多时间。全国小额贷款公司快速增加的同时,金融市场环境正在发生巨大的变化,小额贷款公司加强风险管理势在必行。小额贷款公司的特点与功能决定了其风险防范没有固定的章法可循,构建一个小额贷款公司风险管理模式框架有助于在理论上为小贷公司找到一条风险预防的道路,为风险管理决策提供借鉴。从国际范围来看,商业银行的风险管理已经形成了较完善的模式,基本上可以概括为:层级管理、垂直领导、双签制度、独立授权、风险文化等。总结并借鉴国外优秀商业银行的成功经验,是小额贷款公司风险管理模式创新的重要方向。小额贷款公司的风险管理模式应符合其特点。我国小额贷款公司的特点是成立时间短、灵活分散、服务小型企业或三农等。在管理模式上应构建以“风险主管制度”、“风险垂直管理”、“风险与客户经理平行作业”二项制度为标志的,全方位、全过程的小额贷款公司风险管理体系。为了保证模式有效运行还应对风险管理人员、一线信贷人员进行科学的业绩考核、有效地制度激励,营造风险管理文化。论文结合天津市××小额贷款公司的风险管理制度,分析了小额贷款公司在风险管理上存在的问题并提出了解决之道。最后,针对论文的主要结论和研究的不足,提出未来进一步研究的方向。 | |
| 英文摘要: | Micro-credit company has been more than three years as pilot project in zhejiang province in 2008. With the rapid growth of the micro-credit company the financial market environment is changing. It is imperative for Micro-credit company to strengthen risk management. The characteristics and functions of the micro-credit company decides that the risks are disorganized. To build a risk management model framework help micro-credit company find a risk prevention way in theory, which can give a decision-making reference for risk management. From the international scale, the risk management of commercial bank has formed the perfect model, basically it can be summarized as: level management, vertical leadership, double sign system, independent authorized, risk culture etc. It is the important direction of the risk management mode innovation of micro-credit company to summarize and reference foreign successful experience of outstanding commercial banks . Micro-credit company's risk management mode should be accord with its characteristics. The characteristics of the micro-credit company is established in a short time, flexible and scattered, servicing the small business or agriculture, rural areas and farmers, etc. In the management mode it should construct three systems for marks with "risk competent system", "risk vertical management", and "risk and customer manager parallel operation" etc., which is the comprehensive, the whole process of micro-credit company risk management system. In order to ensure the risk management mode effective operation we should have scientific performance evaluation and effectively incentive system and build the risk management culture for the risk management staff and basic level credit staff. The thesis combines x x micro-credit company's risk management system in Tianjin, analyzes the problems of the micro-credit company on the risk management and puts forward the solutions. At last, according to the main conclusion of the thesis and limitations of the study the thesis puts forward the direction of further research. | |
