中文摘要：	随着全球经济的持续增长，人们对能源的需求越来越大。受国际能源地缘政治复杂多变和资源竞争日趋激烈的严峻形势的影响，石油价格将持续走高，石油石化产业市场竞争将日趋激烈。中国作为一个发展中国家，原油缺口量逐年增加，对外依存度不断升高。青岛石化有限责任公司作为中国石油化工集团公司的子公司，是以生产各类石油及化工产品为主的原油加工企业。青岛石化高酸原油加工项目作为中国石化集团“十一五”期间重点工程建设项目之一，总投资逾15亿元。本文以项目管理理论、市场营销理论和竞争战略理论为基础，首先对相关理论进行了文献回顾，阐述了相关理论的研究历程和发展趋势；然后对青岛石化含酸原油加工项目进行项目关键问题分析和项目市场分析。项目建成投产后，将提高原油加工能力、调整产品结构、提升企业市场竞争力，同时也将实现产品质量升级和节能减排的环保目标，为繁荣青岛市经济建设的战略目标做出贡献。因此青岛石化建立含酸原油加工基地，不仅可以扩大原油选购范围，降低原料成本，增加经济效益，提高市场竞争力，而且也符合中国石化走大型化、规模化、基地化的发展方针。论文的重点是研究青岛石化建立含酸原油加工基地项目的可行方案,阐述了青岛石化建立含酸原油加工基地项目提出的原因，并重点对青岛石化含酸原油加工基地项目进行了市场分析、财务分析和技术分析。通过市场分析，阐明了该项目在原油可得性、产品销售等方面具有可行性；通过技术分析，阐明了该项目在技术上具有可行性；通过财务分析，阐明了该项目具有良好的经济可行性。在分析项目实施的基础上，本文还提出了项目实施后存在的技术问题，并提出了解决这些问题的办法和途径，为该项目的顺利实施提供了保障。
英文摘要：	With the development of international economy, the demand for energy has been increasing rapidly in recent years. Due to the political reasons and the crazy competition of energy, the price of petroleum has been rising dramatically. As a developing country, China depends more on the energy resources than before. In the face of the fierce market competition, as one of the key construction projects of China petrochemical group in the eleventh five-year plan, the project of Qingdao petrochemical acid raw oil processing totally investment more than 1.5 billion yuan, including steam diesel hydro treating, delayed coking plant, sulfur recovery, hydrogen equipment and other major new production equipment, and often reduced pressure, diesel hydro treating and catalytic reforming and transformation equipment. As the basis of the project management theory, market theory and competitive strategic theory, the key problems and the market of the acid raw oil prossing of Qingdao Petrochemical Company(QPC)are analyzed. After the project is completed, it will improve the crude oil processing capacity, adjust product structure, promote the enterprise market competitiveness. Meanwhile it will realize products quality upgrades and energy conservation and emission reduction goals of environmental protection, and make the contribution to strategic goals of the prosperity of the Qingdao economic construction.The result shows that through constructing the acid raw oil processing base, QPC will not only enlarge the scope of material- chosen, decrease the cost of material, advance the compatibility greatly, but also abide by the development rules of China Petrochemical Group The emphasis of this thesis is the study on constructing acid petroleum process base of QPC. First, the reasons that constructing the acid raw oil prosessing base of QPC is explained. Next, the market analysis, economics evaluation and technological analysis of this project are taken separately, and the conclusion is that acid raw oil processing base of QPC are all feasible on these three aspects. Finally, the potential problems on technology and administration of this project and the keys to them are also concerned.
