中文摘要：	电子计算机技术、互联网技术的发展推动着人类社会的进步，对新技术的创造性开发和利用将在很大程度上提升社会发展速度和发展效率。在信息技术被充分利用的几天，出现许多之前不曾想见的新的应用，电子商城、网络支付、网络社区、互联网移动通讯等等。电子政务作为政府部门改善政府管理效率、强化政府行政职能的新应用，在政府管理改革中产生重大作用。而电子政务的概念也从政府信息化开始，随着网络技术为根本要素的信息技术的发展不断的深化、发展。本文围绕青岛电子政务在新环境条件下，确立新的发展模式主题分六个部分展开：第一部分绪论，包括论文研究的背景和研究意义，以及论文研究的主要内容和思路方法。第二部分理论基础部分包括，电子政务相关理论；竞争力理论；政府创新管理理论。第三部分分析我国电子政务建设现状并选取北京、上海、深圳等城市分析其电子政务建设的经验和问题。第四部分进行青岛电子政务建设现状的研究，包括青岛电子政务基础设施、应用系统建设；青岛电子政务系统分析；青岛电子政务目前存在的主要问题。第五部分提出青岛电子政务的制度创新、人才创新及技术创新策略。第六部分归纳论文研究的结论，论述研究的创新点及局限性。本论文的研究通过对青岛电子政务发展模式的研究，为青岛政府创新管理的发展找到合理的路径。在青岛进行公共服务型政府建设的过程中，充分调动信息技术和政府管理的要素的同时兼顾政府的管理机构、管理职能和管理要素的变革。因此，电子政务发展并不仅仅是多建几个数据库、多建几个信息交互平台的问题，而是涉及到政府可持续健康发展的管理创新问题。本研究的创新点体现在透过新的视角将电子政务与青岛的政府竞争力和政府管理创新相结合，从资源基础观的角度理解和剖析青岛政府电子政务建设已经具备的资源，为适应新的社会和公众的需求和公共服务型政府建设提出符合青岛自身情况和条件的青岛电子政务发展模式。研究还提出了青岛电子政务整合发展的保障措施，包括组织和投资、制度和评价、人才和合作等保障措施。
英文摘要：	The computer technology and the Internet technology development push the progress of human society, for new technology creative development and utilization will be largely increasing social development speed and development efficiency. In the information technology is to make full use of few days, appear before to see not many new applications, electronic mall, network, network, the Internet community pay mobile communication and so on. The electronic government affairs as a government department to improve the efficiency of management, strengthening the government administrative functions of new applications, in the government management reform have a significant role in. And the concept of electronic government affairs from government information that starts with the network technology as the basic elements of the development of the information technology constantly deepen and development. This paper focus on the electronic government affairs in Qingdao new environment conditions, establishing new development model theme points six aspects: introduction of the first part, including the research background, significance, and the main content of the research methods and ideas. The second part of the theoretical basis of, electronic government affairs related theory; Competitiveness theory; The government innovation management theory. The third part analyzes our country electron government affairs and selected the construction situation of Beijing, Shanghai, Shenzhen and other cities analysis of the construction of e-government experience and problems. The fourth part of the paper discusses the construction of e-government in Qingdao on the research of the current situation, including Qingdao e-government infrastructure, application system construction; Qingdao e-government system analysis; Qingdao e-government existing problems. The fifth part puts forward Qingdao electronic government affairs system innovation, talent innovation and technology innovation strategy. Part 6 of the paper sums up the conclusion, the paper discuss the research of innovations and limitations. This paper based on the electronic government affairs development model of Qingdao, for the development of Qingdao government innovation management find a reasonable path. In Qingdao for public service oriented government construction process, fully mobilize information technology and government management of the elements of the government management institutions both, management function and management elements of the change. Therefore, the electronic government affairs development is not only to create several databases, and make some more information of interactive platform, but involves the government management innovation of sustainable healthy development. This study the innovation points through new perspective will be embodied in the electronic government affairs and Qingdao government competitiveness and government management innovation, and the combination of the Angle of view from the resource base, understanding and analyzing Qingdao government construction of e-government already have resources, to adapt to the new social and the demand of the public and public service-oriented government building with its own situation and put forward Qingdao conditions of Qingdao e-government development model. The study also suggested the Qingdao electronic government affairs of the development of the integration of safeguard measures, including organizations and investment, system and evaluation, talent and cooperation on security measures.
