中文摘要：	随着市场经济的快速发展，我国进入了社会转型期对地方政府的职能转变及组织结构建设提出了新要求和新任务。为加快青岛经济社会建设，1992年国务院批准设立了青岛高新技术产业开发区。在提升自主创新能力，建设全方位服务型政府的过程中，青岛高新区组织模式经过多次调整，促进了高新区的稳步发展。但是，随着高新区项目开发建设的深入开展，高新区组织模式难以适应构建和谐社会、建设创新型国家、建设服务型政府这些新的要求，必须构建与传统地方政府组织模式不同的新型地方政府组织模式。结合青岛高新区实际情况，调整青岛高新技术产业开发区管理体制和布局,构建青岛高新区项目导向型政府组织模式，在当前具有重的要意义。本文采取多学科的系统研究方法、理论推演的方法和案例研究的方法，对政府组织变革理论、项目管理理论和项目导向型政府组织模式进行了研究，阐述了我国高新区的发展情况及组织模式，青岛高新区的政府概况、组织模式演进、组织模式框架及其职能职责，深入分析青岛高新区现有政府组织模式的运行效果、存在问题和解决办法，研究提出了青岛高新区建设项目导向型政府的必要性、指导思想、基本原则和任务要求。本文分别阐述了青岛高新区构建面向和谐的项目导向型政府、面向创新的项目导向型政府组织和面向服务的项目导向型政府的组织结构、组织行为和具体方法。但是，对于项目导向型组织的模式，当期没有一个统一的一成不变的模式，项目导向型组织的核心理念就是强调组织应当根据独特性任务的特点与要求合理设计与调整组织的具体模式。本文针对三种不同类型的新任务，分别开展了组织模式的设计工作，并结合组织模式设计的结果进一步讨论了三种具体组织模式的建设方法。面向和谐的项目导向型地方政府组织模式与建设方法、面向创新的项目导向型地方政府组织模式与建设方法、面向服务的项目导向型地方政府组织模式与建设方法，这三种具体的项目导向型政府组织模式的本质是相同的，都是为了更好地在高新区政府中同时开展日常行政管理工作和独特性的项目。
英文摘要：	Along with the rapid development of market economy, our country into the social transition to local government function change and organization structure construction put forward the new requirements and the new task. In order to speed up the Qingdao economic and social construction, approved by the state council in 1992 set up a Qingdao high-tech industrial development zone. In ascending the ability of independent innovation, construction of service-type government all process, Qingdao high-tech zone organization mode after many adjustment, to promote the steady development of the high-tech zone. But, with the high-tech zone of the construction of the project development thorough development, the high-tech zone organization mode is difficult to adapt to construct the harmonious society and building the innovative country and build a service-oriented government these new requirements, we must construct and traditional local government organization mode of different new local government organization model. Combined with the actual situation of Qingdao high-tech zone, adjust the Qingdao hi-tech industrial development zone management system and layout, build Qingdao high-tech zone project generated government organization model, in the current has heavy to significance. This article take multidisciplinary system research method, the method and theory deduction case study method, the government organizational change theory, project management theory and project generated government organization model for the research, this paper expounds the development of hi-tech zone and the organization mode, Qingdao high-tech zone government survey, the organization pattern evolution, organization mode framework and function duties, the thorough analysis Qingdao high-tech zone existing government organization operating modes of the effect, problems and solutions, and put forward the Qingdao high-tech zone around the necessity of government construction projects, guiding ideology, the basic principles and mission requirements. This paper expounds the Qingdao high-tech zone to construct a harmonious project generated government, the innovative programs generated government organizations and service oriented project generated government organization structure, organizational behavior and specific methods. But, for the organization of the project generated mode, the current has no unified the destiny of the model, the project generated the core idea of organization is emphasized organization shall, according to the characteristics and requirements of the task of uniqueness and adjustment of the reasonable design organization specific pattern. This article in view of the three different types of new mission, in the organization mode respectively design work, and combining with the results of the design organization model further discusses the three specific organization mode of construction methods. The project for the harmonious local government organization model and around construction method, and the innovative programs generated local government organization pattern and construction method, and the service project generated local government organization pattern and construction method, and the three kind of specific project generated government organization mode is the essence of the same, all is in order to better in the hi-tech zone in the government and in the daily routine administrative work and uniqueness of project.
