中文摘要:随着国民经济的快速发展,电力行业在未来的一段时期仍将面临着较大的建设需求,但是环保政策和投资形势趋紧以及煤电价格矛盾加剧给火电建设项目带来了前所未有的困难和挑战,项目能否即投产、即稳定、即盈利是火电建设项目面临的一个严峻考验,因此火电建设项目风险管理已经成为一个迫切需要研究的课题。本文在大量研究风险、风险管理、项目风险管理和全面项目风险管理理论文献基础上对其进行综述,对全面项目风险管理的内涵进行了探索,重点论述了基于全要素、全过程、全团队、全环境风险管理的项目全面风险管理理论。项目全面风险管理的基本原理是从两个维度开展管理,其一是对项目各个风险影响因素的全面管理,其二是对项目全过程中各个时点和时段的项目风险影响因素的发展变化进行全面的管理。通过对该理论的学习和研究,本文首先试图从火电建设项目风险全要素的内涵分析入手,确定火电建设项目风险的“硬”要素为项目的目标要素即质量、安全、进度、投资四要素。通过四要素的管理内容和管理特点分析对肇庆热电项目的质量、安全、进度、投资四要素风险识别、度量、应对与监控进行了详细论述。在项目全要素风险管理研究的基础上,本文从分析火电建设项目的阶段划分、各阶段的目标和工作任务出发,应用全过程风险管理理论通过对火电建设项目可行性研究、设计阶段、施工和调试移交阶段全过程的工程质量、安全、进度、投资目标风险进行分析和评价,提出了火电建设项目各阶段风险控制方法与对策,从而实现项目的风险控制,提高项目的效益。 
英文摘要:With the fast development of national economy, the power industry still has a great installation demand at one stage in the near future. While the environmental protection policy and investment situation trends to be severe and the price conflict between coal and electricity is still not settled, which brings some unprecedented difficulties and challenges to the fossil power plant construction of our country. Whether the projects could be profitable and the performance of the units could be stabilized when they are put into production is a severe trial, so the study on the project risk management of fossil power plant construction is becoming an urgent need which is significant for the harmonious development of power industry with the environment, economic and society. In this thesis, the theories of risk, risk management, project risk management and comprehensive risk management were overviewed, and the focus was on the comprehensive risk management of projects based on the all key factors, whole process, whole team, whole environment risk managements. On the basis of that comprehensive risk management theory, the contents of the all key factors were analyzed to be the four targets of the project- quality, security, schedule and cost. Then the risk identifying, evaluating, responding, monitoring and controlling of the four key factors of Zhaoqing thermal power plant were discussed. After that, the theories of all key factors and whole process risk management were tried to be use for analyzing and evaluating the risks on the project targets of quality, security, schedule and cost during the whole process from feasibility research stage to completion and handover stage of an fossil power plant construction, then found the approaches to response and control the risks encountered to promote the project profitability and benefit.
