中文摘要：	近年来，随着中国煤炭市场改革的不断深化和煤炭生产成本的不断增加，电煤的市场价格逐年攀升，燃料成本在发电总成本中所占的比例从越来越高，发电企业之间的竞争不可避免地涉及到煤炭的竞争，将来甚至会逐步演变成燃料采购管理之争。因此，研究煤炭市场和煤炭采购对发电企业来说是十分必要的，也是十分紧迫的。本文作者以国电聊城发电有限公司的燃料采购管理为研究对象，开展了相关研究。论文首先通过SWOT分析和问卷调查方式，分析了国电聊城发电有限公司的内外部环境和企业自身的优势和劣势、面临的机会和威胁，调查了企业的燃料采购管理现状，找出了公司燃料采购管理中存在的问题，分析这些问题产生的原因，直接原因是人员、物质、环境，而根本原因是管理失效。为解决企业燃料采购管理中人员、物质、环境和管理方面的问题，论文设计出了国电聊城发电有限公司燃料采购管理方案，提出了燃料采购管理的基本原则、保障措施和重点工作。方案在国电聊城发电有限公司进行了两年时间的实施后，论文运用指标对比和问卷调查的方式对实施效果进行了分析。分析结果表明，本文所设计的国电聊城发电有限公司燃料采购管理方案有效地提高了企业的燃料采购管理水平，方案是可行的。基于以上研究，作者提出了研究结论并对将来的研究进行了展望。
英文摘要：	In recent years, as the deepening of the reform of China's coal market and continuous rising of coal production costs, the coal prices increased year by year, fuel cost keeps on increasing in the proportion of the total generation cost. Competition between power plants inevitably involves the content of coal, and it will be gradually turned to the competition of fuel management. Therefore, study of coal market and purchasing management is very necessary and pressing to power generation enterprises. Taking the fuel procurement management in Electric Power Generation Co., Ltd. as the research object, the author has done research work in this thesis. Firstly, through the SWOT analysis and questionnaire investigation, internal and external environment, advantages and disadvantages, opportunities and threats of Guodian Liaocheng Electric Power Generation Co., Ltd have been investigated. Based on the investigation, fuel procurement management problems were found out, and causes of these problems were analyzed, the direct the reason is the personnel, material, environment, and the fundamental reason is management failure. In order to solve personnel, material, environment and management problems existing in the fuel procurement management of Guodian Liaocheng Electric Power Generation Co.,Ltd, A procurement management Scheme for Guodian Liaocheng Electric Power Generation Co., Ltd has been designed, with the basic principle , guarantee measures and key work of fuel procurement management. After two years implementation of the scheme in Guodian Liaocheng Electric Power Generation Co. Ltd, the effect has been analyzed through index comparison and questionnaire investigation. Analysis results show that, the scheme has effectively improved the management level of fuel procurement, it is feasible. Based on the above research, the author puts forward the research conclusion and the future research prospect.
