中文摘要:公立医院改革是新医改过程中争议和难度最大的部分,随着改革的深入和医疗市场竞争日趋激烈,一些公立医院正在进行多种有益尝试,而医院集团的组建已成为优化资源、降低成本、实现医疗资源重组的一种主要的手段和运行方式。因此,公立医院集团化也成为当前我国医疗卫生领域中理论研究和实践探索的重要课题。合肥市第一人民医院位于我国中部省会城市合肥市,自上世纪50年代起,历经几代一院人不懈努力,逐步发展成为一所大型三级甲等综合性医院,并较早的完成内部体制机制改革,通过新建、兼并、资产重组等形式,探索出独具特色的集团化发展模式。本文以战略管理理论和企业集团理论为指导,以合肥市第一人民医院集团(以下简称“市一院集团”)为研究对象,对市一院集团化的发展背景、发展历程、管理模式、运行机制、集团化战略实施的方法、步骤等进行详尽描述,客观分析了市一院集团化发展过程中存在的主要问题,剖析了产生这些问题的原因,提出了具有较强针对性的解决对策。目的在于为市一院集团未来的发展提供参考,并通过对本案例的研究为我国公立医院集团化发展提供经验借鉴。本文共分五章:第一章是绪论,主要介绍合肥市第一人民医院概况,以及论文的研究背景、研究意义、研究方法、研究内容和研究框架。第二章回顾了战略管理和企业集团相关理论,作为本文研究的理论依据。第三章阐述了市一院集团发展的客观必然性。第四章介绍了市一院集团的发展模式和实施,包括集团发展的模式构想、利弊分析以及具体的改革措施。第五章分析市一院集团化发展实践中的经验和问题,提出对策和建议。并通过结论对本文的研究进行全面归纳和总结。本文的创新点在于,从理论与实际相结合的角度,分析了市一院集团化发展的机遇、问题和经验,对目前我国新医改过程中公立医院改革和公立医院集团化的发展有较强的实践应用价值。 
英文摘要:Public hospital reform is the most difficult and disputed part in the process of new medical system reform, With the development of medical system reforms and the medical market competition becomes increasingly fierce, some public hospitals are trying many beneficial Development Models, and the construction of hospital group has become resource optimization, cost reduction, and realize the medical resources reorganization of a major means and operation mode. Therefore, the group has become a public hospital in China's current health care field theory research and the important topic of practice. The First People’s Hospital is located in Hefei, the capital of central city of China. Since the 1950 s, after several generations of staff made unremitting efforts, The First People’s Hospital has gradually developed into a large comprehensive three level of first-class hospital, and has completed internal mechanism of system reform early, through the new, merger, assets reorganization forms, explored the unique group development model. Based on the theory of strategic management and enterprise group theory as the guide, with The First People’s Hospital Group Hefei as the research object, (hereinafter referred to as the 1st hospital group), The thesis describes the details of the 1st hospital group, such as the background of the development, development course, management mode, operation mechanism, collectivization of strategies method, steps and so on, analyzes major problems in the process of the development of the 1st hospital group objectively, analyzes the causes of the problems, and put forward the countermeasure, which is Aimed at the reader. For the purpose, as the reference for the development of the group in the future, and based on case studies provide experience for public hospital group’s development in China. The thesis is divided into five chapters: the first chapter is the introduction, mainly introduces general situation of the First People’s Hospital Group Hefei, and the research background, the research significance, the research method, content and research framework of the thesis. In the second chapter, reviews the strategic management and enterprise group related theory, as the basis of study theory. In the third chapter, describes the objective necessity of the development of the First People’s Hospital Group Hefei. In the Chapter four, mainly introduces the development mode and implementation of the 1st hospital group, including group pattern of development, the analyzing the advantages and disadvantages and the specific ideas of the reform measures. In the Chapter five, analyses the experience and problems in the process of the development of the 1st hospital group, and put forward the countermeasure and suggestions. Chapter six is the conclusion, which is completely summed up of this study. The innovation point of this thesis is that through both theory and practice, analyses the development opportunity, problems and experience of the 1st hospital group, It will be a good practice application value for the process of the development of medical system reform and the public hospital group’s development in China.
