中文摘要：	2008年5月12日四川汶川地震发生后，为了有力、有序、有效地做好灾后恢复重建各项工作，尽快恢复灾区正常的经济社会秩序，党中央和国务院在汶川地震灾后恢复重建中确定了 “一省（市）帮一重灾县（市）”的对口援建模式，按照党中央、国务院“三年援建任务，两年基本完成”的决策部署和要求，灾后恢复重建工作时间紧、任务重、要求高，是一项异常艰巨和复杂的系统工程。灾后恢复重建项目是一类以赈灾应急为目的的、较为特殊的政府投资项目，项目建设环境独特、形势紧急、资金控制严格。如何在环境差、时间短的特殊条件下，顺利推进项目进展并严格控制项目投资风险，确保定时、保质、保量的完成援建项目各项预期目标，给政府作为主导角色的灾后恢复重建项目管理提出了新的思考与挑战。本文以灾后恢复重建项目投资控制作为研究对象，结合援川体育中心项目的工程实例，在研究国内外相关项目投资控制和灾后恢复重建项目管理成果的基础上，介绍了项目投资控制的相关概念内容和工程投资管理的基本内容，对影响项目投资比较大的投资决策阶段、设计阶段、招投标阶段、施工阶段、竣工结算阶段等几方面的投资控制作了大量研究，提出了加强建设项目全过程投资控制的各个控制环节及其意义。结合灾后恢复重建项目管理实例，分析了灾后恢复重建项目投资控制面临的困难和问题，重点阐述项目决策阶段、设计阶段、招投标阶段、施工阶段、竣工结算阶段投资控制的重点和采取的措施，并对项目全过程投资控制的效果进行总结评价。本文的研究主体是关于灾后恢复重建项目的全过程投资控制管理。研究目标是对项目投资控制的各个环节进行分析研究，并在此基础上提出一些改进灾后恢复重建项目全过程投资控制的管理方法。
英文摘要：	After the May 12th, 2008 Wenchuan earthquake in Sichuan happened, in order to perform all work of the post disaster reconstruction forcefully, orderly and effectively and recover the normal economy social order of the disaster area as soon as possible the Party Central Committee and the State Council confirmed the counterpart reconstruction mode of〝one province(city) aids one hardest hit county(city)〞in Wenchuan earthquake post disaster reconstruction, according to the deployment and requirement of〝the three years reconstruction work basically accomplished in two years〞of the Party Central Committee and the State Council. The post disaster reconstruction work is incredibly hard and complex system engineering with tight schedule, heavy work and high requirement. Post disaster reconstruction project is a kind of relatively special government investment project which aims at emergency relief with unique project construction environment, a sense of urgency and strictly capital control. How to smooth promote the progress of the project, strictly control the risk of project investment and ensure the accomplishment of all promises of aid project in time, in good quality and quantity under the special condition of poor environment and tight schedule leave the government new consideration and challenge as the leading rule of post disaster reconstruction project organizer. This article sets the investment control of post disaster reconstruction project as the study object, combine the project case of Shandong province counterpart aid post disaster reconstruction of the new Beichuan thesis sports center project, introduce the relevant conceptual contents of project investment control and basic contents of construction cost management on the basis of study relevant project investment control at home and abroad and management achievement of post disaster reconstruction project. Make numerous researches on the investment control of phases which greatly influence the project investment such as investment decision phase, design phase, tender phase, construction phase and settlement phase. Propose that strengthen each control link of construction project whole process investment control and its significance. Analyze the faced difficulty and problem of post disaster reconstruction project investment control combined post disaster reconstruction project management case, emphatically introduce investment control emphasis and adopted measures of project decision-making phase, design phase, tender phase, construction phase and settlement phase and make summative evaluation of the effect of whole process project investment control. The subject of this thesis is about the whole process investment control management of post disaster reconstruction project. The study objective is to analyses each link of project investment control and on that basis proposes some improvements on the whole process investment control management methods of post disaster reconstruction project.
