中文摘要：	自从普拉哈拉德和哈默尔提出核心能力这个概念以来，理论界对于核心能力的研究已经有了很大的进展。对于海工英派尔工程有限公司这类工程设计咨询类企业而言，核心能力的建设显得尤为重要。本文运用企业核心能力理论，对海工英派尔公司进行了剖析，就该公司如何培养自己的核心能力、建立竞争优势进行了探讨。论文回顾了企业战略理论和核心能力理论的相关文献，介绍了国内外化工设计行业的发展状况；根据企业战略理论中的战略群组理论对化工设计行业进行了战略分组，本文结合海工英派尔工程有限公司的实际情况，利用战略管理理论和核心能力理论的相关研究成果，提出化工设计企业核心能力的构成，进一步分析了海工英派尔公司战略资源现状和核心能力构成情况，同时结合企业战略发展的需要，提出海工英派尔公司有差距并需提升的核心能力；最后从业务类核心能力、基础结构类核心能力和以人力资源为焦点的核心能力三个方面给出了核心能力提升的对策。 本文认为海工英派尔公司应以技术研发和创新为基础，以信息化建设为平台，以人力资源建设为手段，提升企业的核心能力。
英文摘要：	Since Prahalad and Hamel put forward the concept of core competence, the research on the core competence has very big progress. It is particularly important of the core competence construction to the kind of engineering design and consulting company, such as COOEC-ENPAL ENGINEERING CO., LTD. (COOEC-ENPAL).This thesis applies the main theory of enterprise strategy and the core competences theory and analysis the framework of the composition and promotion based on the core competence of the corporation, and how to use the core competence theory research works for COOEC-ENPAL to develop their core ability and build sustainable competitive advantages. Firstly, this thesis introduces the research of strategic theory and core competence theory, based on the strategic group theory of company strategy divide strategic group to Chemical engineering design industry, and put forward the factors of core competence by the research results of core competence theory, analysis the strategic resource factors and core competence composition; With the needs of the development strategy for the enterprise and industry, raises COOEC-ENPAL’s core competence what it need promote and promotion countermeasure as well as the core competence. The thesis prove that COOEC-ENPAL should promote the core competence on the basis of technical R&D and renovation, with the development of the information platform and human capacity construction as a means to promote enterprise's core competence.
