| 中文摘要: | 随着三网融合在中国的持续推进,各种视频类新业务、新应用层出不穷,带宽成为通信网络最大需求。中国联通、中国电信率先推出中国国家宽带工程,提出“100M到户、1000M到楼、T级出口”的光网城市计划,打造以IP化、扁平化、宽带化、融合化为核心特征的可管可控的绿色高性能光网络。城市光网是应对激烈的市场竞争,摆脱铜缆接入技术的带宽瓶颈,在城市化地区实现商务楼光纤到楼层、住宅小区光纤进门洞,满足多业务高宽带承载要求的“三网融合”的宽带光网络。 电信行业第三次重组的到来,电信市场进入了全业务竞争的时代。市场从卖方市场变成买方市场,竞争的焦点从网络竞争、规模竞争向客户竞争和管理竞争转移,国内电信市场竞争日趋激烈,所有运营商都面临着客户、收入、成本、快速开展业务的巨大压力。以优秀的产品质量应对市场的变化与顾客需求,这对光纤入户项目的管理提出了更高的要求。哪一家运营商能够率先打造出优秀的光纤入户产品将成为“三网合一”时代竞争中的取胜法则。如何在此类项目中对影响质量的因素进行分析,并进行有效的控制,来提高项目成功率,这一课题日益受到各个电信运营商的重视。 本文首先对项目质量管理的理论与方法进行了回顾,包括项目质量管理的含义、项目质量分析的理论与方法、项目质量控制的理论与方法。在理论回顾的基础上,对天津联通光纤入户改造项目中的质量数据进行收集、分类,结合天津联通光纤入户改造项目的特性,对项目实施阶段的质量统计数据采用排列图和因果图进行分析,找出影响实施过程中的质量的关键因素。根据关键因素的分析结果,结合天津联通光纤入户改造项目找出实施阶段的质量控制方法。本文主要研究的是光纤入户改造项目实施中影响质量的关键因素与控制方法。最后结合应用效果进行了总结,主要介绍了在实际项目中的质量控制方法和具体的效果。 由于本人研究水平和工作实践经验有限,本文研究对象仍局限于单一工程项目的具体实施环节,只具备施工过程中的管理意义,无法指导光纤入户改造全面质量管理。后期还需要结合近期光纤入户改造项目的发展实践,进一步对项目的各阶段进行深入的分析和研究,从全面项目质量管理的视角来分析其质量管理,以更好地应用于类似的通信工程实际项目的管理。 | |

Which one operator to take the lead in creating a good FTTH products will become the" triple play" era of the competition law. How in such projects on quality influencing factors were analyzed, and effective control, to improve the success rate of the project, this problem has been the attention of all telecom operators. Based on the project quality management theory and method were reviewed, including the project quality management, project quality analysis theory and method, the project quality control theory and method. In a review of the theory basis of Tianjin, China Unicom FTTH project quality data collection, classification, combination of Tianjin Unicom FTTH project characteristic, the project implementation phase of the quality of statistical data by the arrangement and causality chart analysis, to find out the effect of the implementation process of the key factor of the quality. According to the analysis of key factors the results, combined with the Tianjin Unicom FTTH project to find out the implementation phase of the quality control method. This paper mainly studies the optical fiber modification in the implementation of the project of the key factors affecting the quality and controlling method. The application effect was summarized, mainly introduces the actual project quality control method and the specific effect. Because I study level and work experience is limited, the study object of this article is confined to a single project implementation process, only to have the management in the construction of meaning, not direct optical fiber modification of total quality management. Later period still requires a combination of recent FTTH project development practice, further on the project phases in-depth analysis and research, from the overall project quality management perspective to analyze its quality management, in order to better applied to similar communication engineering project management. | |
