中文摘要：	摘 要当前世界航空货运业正处于蒸蒸日上的阶段，发展十分迅速，国际贸易与空运业务相互促进。近20年来，世界国际航空货运量增加了十几倍。进入21世纪，国际航空货运需求呈现持续增长趋势，货运量的增长速度几乎是客运量增长速度的2倍。国内随着国家产业结构调整的不断深入，持续增加的高科技、高附加值产品不仅加大了航空货运量的需求，也对航空货运服务体力提出了更高的要求。为了满足航空物流发展的需要，各地大型机场特别是枢纽机场都将建设航空物流园区作为完善航空物流服务、提升机场货运竞争力的重要举措。但是，我国目前航空物流园区的规划建设尚处于探索阶段，如果盲目建设，容易造成航空物流园区功能不当、规模过大、布局不合理等问题，给今后航空物流园区的运营带来困难。因此对航空物流园区项目在建前的评估工作进行探讨和论证，就显得十分必要而紧迫。 本文首先阐述了项目与项目前评估的相关理论，总结了国内外航空物流园区项目的基本情况和发展趋势及前景，指出了我国现有航空物流园区存在的问题，明确了开展航空物流园区项目前评估的重要意义和作用。然后对航空物流园区项目的现状和独特性进行了分析，结合项目前评估的相关理论，指出了航空物流园区前评估的流程和方法，确定了航空物流园区前评估的的指标体系；然后对航空物流园区前评估的各要素，包括项目建设与运行条件、项目生态环境影响与社会影响评估、项目经济效益等方面行了详细阐述，并运用项目前评估的程序和方法进行了详细的分析。并以天津机场航空物流园区项目为例，采用文献研究、资料综合、实地勘查、数据计算等研究方法，对天津机场航空物流园区项目进行了评估和研究论证，为该项目的可研设计和开工建设提供重要决策依据，对国内同类航空物流园区项目建设的前评估工作进行了有益的探索。
英文摘要：	Abstract The world air cargo industry is in a flourishing stage of very rapid development, international trade and air transport operations and promote each other. In the past 20 years, the world's international air cargo traffic increased more than tenfold. Into the 21st century, the demand for international air cargo presents the trend of continued growth in cargo traffic growth rate of almost 2 times the growth rate of passenger traffic. The country with the country's industrial structure adjustment, increasing high-tech, high value-added products is not only increased the demand for air freight, physical higher demand for air cargo services. In order to meet the needs of the aviation logistics development, the major airports around the hub airports will be built to the Air Logistics Park as an important measure to improve the air logistics services to enhance the competitiveness of airport cargo. However, our aviation logistics park planning and construction is still at the exploratory stage, if blindly construction, likely to cause improper function of Air Logistics Park, the scale is too large, and irrational distribution of future aviation logistics park operators difficult. Therefore, the Air Logistics Park project, discuss and demonstrate the assessment before the build, it is very necessary and urgent. This thesis first describes the theory of the project and pre-project assessments, summarizes the basic situation and development trends and prospects of the domestic and international air logistics park project, pointed out the problems of our existing aviation logistics park, clearly carried out before the Air Logistics Park project assess the significance and role. Air Logistics Park project status and unique combination of pre-project assessment theory, pointing out that the principles and methods of assessment in the Airport Logistics Park, to clear the main content of the air logistics park before the assessment; and the aviation elements of the assessment of the logistics park, including the project construction and operation conditions, the project impact on ecological environment and social impact assessment, project economic benefits of the line described in detail, and the use of pre-project evaluation index system and pre-project assessment carried out a detailed the analysis. Tianjin Airport Air Logistics Park project, for example, using literature data field surveys, data calculation method of Tianjin Airport Air Logistics Park project assessment and feasibility studies, feasibility study for the project design and start construction to provide an important basis for decision making, a useful exploration of similar aviation logistics park projects before assessment.
