中文摘要:持续提升企业的核心竞争力是关系勘察设计企业的良性发展的关键。为解这个关系企业生命的课题,勘察设计企业纷纷进行体制改革、机制调整,正处在内部管理变革的转型期,正在积极探索技术创新、建立长效机制和提高管理上水平的途径。本文通过在对绩效评价国内外相关理论学习的基础上,查阅了大量的技术型企业绩效评价的实施研究资料,在此基础上,本文以FD勘察设计公司作为研究对象,深入分析FD勘察设计公司的组织结构、人员构成及技术优势及未来公司发展战略,FD勘察设计公司应定位在树立全球竞争意识,坚持“走出去”政策;加快建立现代企业制度的步伐,提升企业的管理水平和发展激励机制;大力发展项目管理和工程总承包业务,加速建立国际型工程公司;加强与海外著名公司的合作及增强投融资功能,开展资本经营。战略执行是战略目标得以实现的关键。上述的理论及众多的公司实践表明,平衡计分卡是使战略目标落地的比较适合的思想方法和管理工具。本文通过分析FD勘察设计公司现行绩效评价指标体系,找出存在着的与公司战略目标脱节、不系统、没有平衡财务类指标和非财务类指标等问题,找出产生问题的原因。在对FD勘察设计公司现有绩效评价指标体系深入剖析,充分考虑评价客体特征前提下,用平衡计分卡的思想构建了FD勘察设计公司级、部门级、项目级、员工级“四级一体”的绩效评价指标体系。目前研究一个层级的文章多一些,而建立四个层级的指标体系没有参考文章,特别是将“项目级”融入其中,是笔者的创新性尝试,对FD勘察设计公司意义重大。而且创新性增加了考核指标、突出了持续技术创新的关键指标,目的是使公司上下目标一致、协同联动,加强战略执行力,有效评价公司整体绩效,激发员工的潜能,从而使勘察设计企业的核心命脉得到了监控。为了证明该指标体系的有效性,利用所建立的“四级一体”绩效评价指标体系在FD勘察设计公司进行实施。这对FD勘察设计公司有效的绩效评价有很大的现实意义,同时对勘察设计企业具有一定的借鉴意义。 
英文摘要:At present, the key indicator of reconnaissance& design enterprise is to improve core competitive advantage continuously. To solve this issue, the reconnaissance& design enterprise might be in the transitional period of reforming system, mechanism of interest adjustment and internal management adjustments. Hence, the reconnaissance& design enterprise are actively explore the approach of how to enhance the technology innovation and establish long-effect mechanism. This paper consulted a lot of materials which came from technology enterprise by means of the domestic and foreign relevant performance measurement theory. On this basis, this paper revealed the problems of the performance measurement indicator system from FD reconnaissance& design enterprise which was out of line with the corporate strategic objective and not focused on the non-financial ratios, recommended the performance measurement indicator system of FD reconnaissance& design enterprise which based on the balanced scorecard model, structured the four level system which were corporate level, department level ,project level and staff level, integrated the technology innovation factors simultaneously. Therefore the FD reconnaissance& design enterprise should implement the four level-one whole system in order to certify the validity of the system. This will have important practical significance on FD reconnaissance& design enterprise and also process reference value on the other reconnaissance& design enterprises. There are no balance-financial indicators and non-financial indicators and other issues to find out of line with corporate strategic objectives, not the system. In order to identify the cause of the problem by analyzing the current performance evaluation index system of FD survey and design. There are no articles to establish four-level index system on a level article. This is the author's innovative attempt to put project level into t FD survey and design. This is of great significance. This paper increases in innovative assessment indicators, highlighting the key indicators of the continuing technological innovation, which can makes the company up and down the same objectives and collaborative linkage. This will strength the strategic execution and the effective evaluation of the company's overall performance in order to stimulate the potential of employees, so that the survey and design enterprises the core of the lifeblood of the monitoring. This paper establishes performance evaluation system in order to prove the validity of the index system. FD survey and design can improve the performance evaluation have great practical significance and make reference to survey and design enterprises at the same time.
