中文摘要：	武器装备研制不论对于国家军事战略还是对于国民经济都有着重要的影响，其成功与否不仅关系到国家安全，也影响国民经济发展。随着国际和周边地区的局势变化，国防建设面临新的形势，国家对高技术武器装备的需求日益迫切，武器装备质量管理一直以来都是装备研制管理的重点。由于进度紧张，项目边研制、边批产、边定型的状态成为新趋势，各方面显现出不适应，研制量管理难度和风险越来越大。为确保项目满足进度、性能目标、费用，对武器装备研制项目实施有效的质量管理必不可少。由于武器装备研制新技术含量高、系统复杂程度高、参与单位多，因而装备研制项目具有实施周期长、费用支出多等特征。为了控制装备研制过程中的质量风险，提高装备研制效率，在装备研制质量管理过程中引入项目管理具有重要的意义和作用。通过研究和论证，论文提出了基于WBS的武器装备研制质量管理的思路和方法，探讨了基于WSR的装备研制质量管理信息系统构建以及成熟度评估在武器装备研制质量管理中的应用，创新性的建立了质量、进度、经费“三位一体”质量管理模式，为同类项目研制质量管理提供了借鉴。本文针对军事域中装备研制质量管理的实质，提出了装备研制质量管理的特点，重点阐述了项目管理在装备研制质量管理中的实践应用和思考。
英文摘要：	Abstract: The weaponry development project has great influence on the country military strategy and the national economy. Its success or failure not only relates to the national security, but also affects the national economy development. With the changes of the current situation in the internation and surrounds, national defense construction confronts new challenges. The country is in increasingly great need of high-tech weapon equipment. The weapon equipment quality management is always the impotant part of the weapon equipment research management. Because of the busy schedule, the project tends to be a collection of development and research, batch production and prototype making, which resulting in many problems. The quality management is more and more difficult, and it conffonts greater risks. In order to guarantee the progress, the performance, and the expense of the project, it is essential to implement effective quality management to the weaponry development project. Many new techniques are adopted in the weaponry development, the system is very complex, and it has a great many participations. All these result in that the equipment development project has the characteristics of long implementation cycle, much expense disbursement and so on. In order to control the risk in the equipment triturating and improve the quality and the efficiency of the weaponry development, it is significant to introduce the project manangement in the equipment triturating. This thesis puts forward the idea and the method of the weapon equipment development quality management based on WBS through the research and demonstration. The construction of the weapon equipment development quality management information system with WSR and the application of the evaluation of maturity in weapon equipment development quality management are discussed. The quality management mode with quality, schedule and budget as a whole is firstly established, which offers a reference for the similar project quality management. Arming at the nature of the weapon equipment development quality management in military field, this paper proposes the characteristics of the equipment development quality management. The practice application and the consideration of the project manangement in the equipment development quality management are analyzed.
