中文摘要:随着建设工程领域在全球范围内保护伞协议的推行,很多国际上的大型工程公司不断采用。国内一些工程公司也在做类似的工作,他们叫“框架协议”。对于以EPC项目为主的工程公司来说,承揽的EPC项目数量越来越多,采购管理中询价、评标等需要消耗大量人工时,同时,市场价格波动加剧,面临的采购风险也越来越大。因此,通过参考国外的保护伞协议,结合国内工程公司的实际特点,在EPC项目中采用较为先进的大宗物资集中采购模式是保证项目顺利运行、节省费用、规避采购风险的必然趋势。通过与供货商建立战略伙伴关系,在保证质量、进度等前提下获得一个优惠的价格,同时与供货商实现双赢。本文试图就天辰公司大宗物资集中采购项目管理方法问题展开研究。本文研究的主要内容和主要结论:以项目管理与项目采购管理的理论为指导,通过对天辰公司项目采购管理现状的分析,针对价格、质量、人工时和统一数据库等几个方面需要解决的问题,详细阐述了大宗物资集中采购的策划程序和实施过程,引入了成本控制方法、量化评标方法以及供货商的管理与评价模型。通过天辰公司的项目运行实例,证实了大宗物资集中采购项目管理方法,对公司EPC项目的发展起到了极大的促进作用。本文研究价值: 通过研究表明,大宗物资集中采购项目管理方法就是在诚信的基础上,按照策划程序和具体实施过程,提高工程公司采购管理效率。通过实施大宗物资集中采购项目管理方法,采购产品质量得到了更好的保证,有效缩短了产品交货周期,长期获得合理的价格,对工程公司的项目采购管理具有极强的指导作用。 
英文摘要:Nowadays many international large engineering corporations are adopting the umbrella agreement continuously as being carried out in the field of construction engineering worldwide. Similar work is being operated which is called as framework agreement. For EPC projects-oriented engineering corporations, with more and more EPC projects undertaken, a large amount of man-hours have to be occupied in inquiring and bidding. Furthermore, with the intensifying fluctuation of market price, purchasing risks are getting more and more. So, according to umbrella agreement abroad and combined with the practices of national engineering corporations, it has become inevitable trend to employ rather advanced bulk goods centralized purchasing (BGCP in brief) in EPC projects. Through establishing strategic partnership with suppliers, engineering corporations can achieve preferential price under the premise of quality and progress. Guiding with theories of project purchasing management, through analyzing the purchasing management practices of Tianchen chemical engineering corporation (TCC in brief), planning process and implementation process of BGCP are detailed, the cost control method, quantitative tender evaluation method and supplier management and evaluation mode are introduced. Through the project running cases of TCC, it is proved that the BGCP can promote the development of EPC projects greatly. Research value: The study verified that the BGCP can, on the basis of sincerity, improve the purchasing management efficiency according to planning program and detailed implementation. Through the management mode of the BGCP, quality of products purchased is guaranteed better, delivery cycle is shorten efficiently, and reasonable price is achieved over a long period of time. The BGCP has a strong guiding role for project purchasing management of engineering corporations.
