中文摘要：	我国自推行监理制度以来，监理在工程建设中起到了重要作用，但仍与设立初衷有较大差距，同国际一流企业相比，我国的监理企业技术实力、服务质量等方面有很大差距，行业竞争能力较差。监理作为智力密集型行业，企业的利润取决于知识的运用和创新，而知识管理正是以提高组织运用知识和创新知识的能力为目标的管理手段，这对监理企业来说恰是一种非常有效的管理方式。本文研究以提高监理企业的项目绩效水平、知识资源利用效率为目标，从分析监理项目知识活动的规律和特点入手，然后尝试针对性地建立与之相适应的项目知识管理体系。其中，在监理项目项目知识活动的规律和特点分析部分，本文主要分析了监理项目知识活动的基本要素、主要过程、重要形式，并重点研究了监理项目知识活动的障碍，以及监理项目知识的生产过程和转移方式。在监理企业项目知识管理体系构建方面，本文主要研究在监理企业中建立项目知识管理体系的基本思路和方法，并探讨构建监理企业项目知识管理体系的目标，以及如何在监理企业中引入和构建项目知识管理体系，这包括项目知识管理流程和其运行环境等。在案例研究部分，本文结合三峡发展公司机电监理业务实际状况，详细设计了项目知识管理的组织结构、流程、 战略、活动与绩效管理方案、信息系统等，展示了一个相对完整的项目知识管理体系。本文对构建监理企业项目知识管理体系做了初步研究，对今后监理企业如何通过加强管理提升监理服务水平具有一定的指导意义，并期望对在项目导向型企业中构建项目知识管理体系起到有益的借鉴作用。
英文摘要：	Since the implementation of supervision in China, it has played an important role in the construcion project management, however, it is still far behind the original intention. Compared to the first-class company in the world, the supervision comapanies in China are weaker in the technical ability, the quality of service, etc, and so the competition ability is bad. As an intelligence intensive bussiness, the profits of the supervision company depend on the use of knowledge and innovation, and so, knowledge management is a useful management method for supervision comapany, which intend to improve the ability of using and inovating knowledge in the organization. At the same time, supervision company is a kind project orentied organization, project knowledge management can help to improve the ability to improve organizations use knowledge and innovation ability of knowledge management as the goal, the supervision company that just is a very effective management way. This paper is aimed to improve the project performance level and knowledge resources utilization efficiency. It starts with the analysis of the regularity and the features of the knowledge activity in the supervision project, then it tries to establish project knowledge management system which is appropriate for the supervison project. In the part, which analyzes the regularity and the features of the knowledge activity in the supervision project, this paper mainly analyzes the basic elements, the main process, the important forms of the knowledge activity in the supersivion project , and it focuses on the obstacles in the knowledge activities and the production process and project transfer modes of the knowledge in the supervision project. In the part, which relates to the structure of the knowledge management system in the supervision project, this paper makes a study about the basic train of thought and method for how to establish the knowledge management system in the supervision company, and then discusses the target of structure of the knowledge management system , and how to lead in and construct the knowledge management system , which includes the processes and the operation environment. In the case study part, this paper detailed designs the organization structure, procedures, strategy, activities and performance management solutions, and information system of the project knowledge management , which reveals an relatively integrated project knowledge management system for supervision company. This paper makes a preliminary study for the structure of the project knowledge management in the supervision company by managing, it offers guidance for how to improve the performance level of supervison project by managing, and hopes to play a referrence role about the structure of knowledge management system in a project-orentied company.
