中文摘要：	随着经济的不断发展，我国近年来涌现出一大批工程项目群，这些项目群大多呈现出规模巨大、子项目多、耗资庞大、相关利益者众多、工程关系复杂、不确定因素多等特点，在管理过程中不但要兼顾各子项目的成果，还要做好项目间的协调，以保证最终的项目群收益。质量管理是项目管理中至关重要的一环，而质量控制又是其中不可或缺的一部分，所以在工程项目群中，对于质量的控制更是意义重大，具有一定的研究价值。近年来，国内外学者对项目群进行了深入而细致的研究，形成了一套较为完整的项目群管理体系，但在项目群质量控制上始终没有形成一套针对性的理论，大多与项目质量控制相同。本文在对项目群独特性进行分析的基础上，对项目群质量控制方法和保证措施进行了研究。 本文共分为六章，第一章介绍了本文的研究背景、方法和内容，第二章对本文涉及到的项目群管理理论、项目群质量控制理论、项目群质量控制方法等进行了综述，第三章在分析了项目群质量控制独特性的基础上，提出了项目群质量控制的流程，建立了质量控制模型，第四章分别介绍了质量基准建立、检测、纠偏、变更四个阶段的方法，第五章从管理组织、质量信息管理、质量控制制度三个方面分析总结了工程项目群质量控制的保证措施。第六章以天津海河教育园项目群为例，研究了其质量控制的方法和保证措施。 论文的创新点在于针对工程项目群的特点，提出了一套较为完整的项目群质量控制理论，建立了适用于工程项目群的质量控制模型，并深入研究了项目群质量控制的方法和质量保证措施，对于日后相关工程项目群质量控制有一定的借鉴意义。
英文摘要：	With the continuous development of economic level, all sorts of large and complex engineering construction programs emerge. The program is characterized by large scales, complex sub-project, huge cost, a lot of stakeholders, complex engineering relationship, and also, many uncertain factors.So, in order to ensure the final benefit of the programs, in the management process we should not only take into account the project results, but also make the project coordination. Quality management is an important link in project management, and quality control is also one of the indispensable parts for quality management, so in the programs, the quality control is of great significance, and has certain research value. In recent years, domestic and foreign scholars on programs in-depth and meticulous research, formed a relatively complete set of program management system, but the program quality control has not formed a set of theories, and most of them are the same with project quality control. Based on the analysis of uniqueness of programs, quality control methods and measures were studied in this paper. This article is divided into six chapters; the first chapter introduces the research background, methods and content. The second chapter review related theory such as program management theory, quality control theory, programs quality control methods theory and so on. The third chapter, based on uniqueness of quality control, put forward project quality control process, and established the quality control model. The fourth chapter in turn introduces the methods in quality standard establishment, detection, correction, change. The fifth chapter, from management organization, quality management, quality control system three aspects analyzes the project program quality control security measures. In the sixth chapter, set Tianjin Haihe Education Park programs as an example, studies the method for its quality control and assurance measures. The innovations of this article is in the light of the character of engineering programs, put forward a set of relatively complete project quality control theory, and establish a programs quality control model, and in-depth study the project quality control methods and quality assurance measures .therefore, what the paper discussed, For the relevant programs quality control, has a certain reference value.
