中文摘要：	能源是世界经济的命脉和社会发展的动力。当前，随着世界经济和人类文明的不断发展，能源供需矛盾和环境污染问题日益突出，就现有技术能够开采的可用能源而言，还能够开采的年限已经屈指可数。同时，传统燃料能源在应用过程中造成的环境问题也已经威胁到人类的健康，人类的生存环境日益恶劣。在这种情况下，太阳能光伏发电作为一种清洁且可持续利用的发电方式，是解决上述问题的重要途径之一。 本文的主题是我国如何通过补贴政策扶持，实现光伏发电行业发展。由于目前整个光伏发电行业还处于发展的初期，光伏发电项目建设具有高投资性、高技术性及投资回报周期长的特点，使得其无法像一般行业一样能够自行发展。现在全世界还没有任何一个国家的光伏发电行业已经步入完全市场化的阶段，其主要原因是当前的生产、技术水平还不能达到低成本化普及的要求。但是，考虑到该行业的正外部效应，为了使我国相关产业在激烈的国际竞争中取得有利地位，需要借助政府制定合理的补贴政策，使企业可以在当前的市场环境下获得生存发展的空间。 文章通过理论分析与实践分析相结合的方法，首先分析研究了光伏产业发展较快的国家，在行业发展过程中所运用的各种补贴扶持政策，分析其政策制定的依据以及政策目标的实现情况，进而总结出对光伏发电行业进行政策扶持的有效机制是什么。在此基础上，分析了我国光伏发电行业的发展现状，对我国现行的光伏发电补贴政策进行了分析，并结合最新的光伏发电项目数据，说明政策产生的效果和存在的问题，之后在项目数据分析的基础上，对光伏发电成本的相关影响因素加以分析，为政策制定的切入点提供依据。同时，通过横向比较国内一些省市的做法，验证上述分析的正确性和指导性，为天津市如何在目前国内政策环境下，更好地通过财政补贴政策促进我市光伏产业发展，提出时效性政策建议。 通过本文的分析研究，可以得出以下结论：目前光伏发电项目还不具备与传统发电方式进行市场竞争的条件，必须通过合理、有效的扶持政策，促进这一产业发展。各国发展经验和研究成果表明，政府促进光伏发电行业发展，最见成效的方式就是投资补贴和电价补贴，这其中电价补贴更具长远性。因此，我市应当在国家政策不足已实现发展目标的情况下，制定相关配套补贴政策，特别是电价补贴政策。
英文摘要：	Energy is the lifeblood of the world economy and power of social development. As the world economy and the continuous development of human civilization, contradiction between supply and demand of energy and environmental pollution problems have become increasingly prominent. On the basis of the existing technology to mining available energy, the time it left can be counted on one's fingers. At the same time,The traditional fuel energy in application in the course of the environmental problem has been a threat to human health, The survival of the human environment is increasingly harsh. The topic of this paper is that how China incentive policies to achieve the development of PV industry. As the photovoltaic industry is still in the initial stage of development,the construction projects has characteristics of high investment,high technology and long investment return cycle,so the PV industry not as general industry to develop. Right now, there is no Country in the world has has a entered the stage of full market of photovoltaic industry. The main reason is because the current production, technical level also cannot achieve low cost universal requirements. However, considering the industry positive external effect,In order to make our country industry in the fierce international competition to obtain a favorable position, the government should make reasonable incentive policy to make the enterprises in the current state of the environment of the survival and development of space. Based on the theoretical analysis and practical analysis of a combination, at the first we study the country whose photovoltaic industry developed rapidly, in the course of industrial development by the use of a variety of incentive policy, especially the policy of fiscal subsidies, analysis of the policy making basis, as well as the realization of the policy target situation, then summarize to the photovoltaic industry policy incentive mechanism. On this basis, analysis of China's photovoltaic industry anti-war status, current to our country the development of PV industry promotion policy undertook an analysis, combine the new photovoltaic power generation project data, policy effect and existing problems. At the same time, through horizontal comparison of some provinces and cities in China, practice, and validated the correctness of analysis and guidance for Tianjin city, how in the current domestic policy environment, better through the financial policy support is the development of PV industry, put forward the policy recommendations. Through this analysis, the following conclusions can be drawn: the photovoltaic power generation projects do not have and conventional power generation mode in market competition condition, must pass the reasonable, effective support policy, to promote the industrial development. National development experience and results show that, the government promotes development of photovoltaic industry, the most effective is investment subsidies and price subsidies subsidy of electricity price, which is more long-term. Therefore, our city should be in support of the national policy under the condition of shortage, formulate related subsidy policy, especially the price subsidy policy.
