中文摘要：	本文主要以天津市热电公司供热系统节能改造为例，结合项目质量控制的相关理论，对项目改造过程进行了全程的质量控制，确保本公司供热系统节能改造符合质量体系要求，改造工作达到相应质量标准,满足用户需求。 文章阐述了质量控制的相关概念，研究了质量控制的过程及方法，对项目全过程质量管控进行了规划。同时，阐述了热电联产集中供热方式的特点，对本公司系统进行节能改造的相关工作进行了总结并在此基础上提出了供热系统节能改造质量控制的四大特点。 论文深入研究了节能改造项目全程质量控制的总体框架，对控制流程、项目基准、质量控制的制度与技术影响因素结合具体项目进行了深入分析。最终形成了一套行之有效的质量控制框架流程。 在具体控制手段方面，本文将项目质量控制理论与天津市热电公司供热系统节能改造特点相结合，从横纵两方面进行质量控制。纵向上从项目启动阶段、项目实施阶段及项目收尾阶段联系实际进行管控，横向上从人、机、物、料、环等多方面对项目质量控制进行了研究。通过在项目改造过程中严格区分流程明确划分分项工作，确保项目纵向进展质量达标。在改造过程中通过设定明确的关键点参数，并采用核减清单法及趋势分析法对关键点参数进行分析，掌握项目质量的发展趋势，对项目中出现的质量偏差及时纠偏，并适当修正项目基准。整个改造项目通过以控制点为节点、并按照施工工序将控制点连接成线，从而实现完整的项目质量控制。 同时对项目质量保障的概念进行阐述，将项目质量保障作为项目质量控制的一个子系统。从项目制度及组织机构方面挖潜更好的确保了项目质量控制的输出符合要求。 通过在改造过程中使用质量控制理论，天津市热电公司供热系统节能改造项目顺利完成，各项节能及质量指标均达到预期效果。通过评审，公司供热系统节能改造项目获得了天津市经信委等多部门的肯定和支持，取得了很大的成功。
英文摘要：	This paper mainly to tianjin thermoelectric company heating system energy saving transformation, for example, combined with the project quality control related theory, to project reform process of the quality control, ensure that the company heating system energy saving transformation to meet the quality system requirements, the corresponding improvement work to achieve quality standards, and meet the customers' requirements. This paper expounds the concepts of quality control, quality control process and method, the whole project quality control plans. At the same time, this paper expounds the cogeneration of central heating the characteristics in the ways of system our company retrofit related summarized the work and proposed in this foundation the heating system energy saving transformation quality control of the four characteristics. Paper a deep research on the energy saving transformation project quality control of the overall framework, the control process, project datum, the quality control system and technical factors combined with a deep analysis of the specific projects. Eventually formed a set of effective quality control framework process. In the specific means of control, this paper will project quality control theory and tianjin thermoelectric company heating system energy saving transformation characteristics, and the combination of the vertical and horizontal from two aspects of quality control. Vertical project start-up phase, project from the implementation stage and project end with practice for control, horizontally, from people, goods, materials, machine ring, etc and actuators, project quality control.
