中文摘要：	我国铁路EPC工程总承包行业在面对国际市场竞争中普遍面临降低成本消耗、提升成本管理水平、改善经济效益的迫切需要，特别是我国加入 WTO 以及工程量清单计价规范正式在全国范围内实施，使铁路建造商面临着一个更加开放的市场和更加竞争激烈的市场环境，给成本管理带来更为严峻的挑战。铁路行业从事工程总承包的企业要想在激烈的市场竞争中获得生存和发展，需要进一步创新成本管理方法、完善成本控制体系。更好的增强核心竞争力，从而在国内外铁路建造工程中降低项目失败的风险。本篇论文在研究目标成本控制理论的基础上，结合铁路EPC工程总承包行业项目管理理论的发展，细致研究铁路EPC总承包成本控制的特点，对目标成本法在项目预可研、项目施工图设计、项目采购、项目施工及竣工结算等各个环节进行应用分析，详细阐述了铁路EPC工程总承包目标成本管理的具体步骤，并在此基础上构建了铁路行业从事工程总承包企业的目标成本控制体系。论文的最后结合理论方法，以T集团公司铁路专用线EPC工程总承包项目为例，详细说明应用目标成本控制法实施成本控制的具体步骤及控制效果分析，并得出相关经验及结论。
英文摘要：	In the fierce international market competition, EPC general contract of railway industry is confronted with management promotion, reduction of cost and improve economic benefit. After China joined WTO and ‘The Specifications of Charging by Bill of Quantities’ implemented, railway builder is faced a more open market and more fierce market competition which is brought severe challenge to cost control. In order to survive and develop, railway corporate in EPC has to innovate cost management method and improve cost management system. This dissertation is based on object cost control theory, detailed study the character of EPC general contract of railway industry with the theory of railway EPC, analysis on the Application of object cost method on project plan, project design, project procure and project construction. It is expounded the concrete steps of object cost management of railway EPC, built object cost management system, and did a analysis of cases to the application of object cost control. With the theoretical means, the example of EPC railway dedicated line of T Group Corporation is adopted. It is expounded that the concrete steps of object cost management implemented by application cost control method and analysis of control effect, the relevant experience and conclusion are obtained.
