中文摘要：	全面预算管理以单位战略目标实现为目的，将战略目标在一个预算周期内细化为具体的预算目标，具有全员参与、全额核算、全程监控的特点，在单位内部控制管理中发挥着重要作用，具有计划、协调、控制、激励、考核评价等全方位功能，是一种全面的内部控制管理手段。 很多企业采用全面预算管理，其理论和实际经验相对完善。而在行政单位，尤其是在街道办事处尚无应用，本论文就是想找出全面预算管理这一先进的预算管理方式在街道办事处的探索应用之路，提高街道办事处的管理水平，使街道办事处的管理更科学，更高效，更好的为社区居民服务。 本文分五部分。第一部分引言，介绍了研究背景和意义，国内外文献综述，研究内容和目标，研究重点和难点，研究思路和方法，研究创新和局限。第二部分为全面预算管理的理论概述。第三部分为N街道办事处预算管理的现状。介绍了街道办事处的财务工作特点，指出了目前没实施全面预算管理情况下预算管理存在的问题。第四部分是全文的重点，为N街道办事处全面预算管理方案设计，设计了全面预算管理的总体思路与实施原则，管理框架，管理机构设置与职责分工。分步骤详细介绍了N街道办事处全面预算管理目标的确定，预算编制，预算执行，预算监督和控制，预算的考核和评价。第五部分为结论，得出N街道办事处适合采用全面预算管理方法的结论，归结了N街道办事处全面预算管理方案对其他街道办事处预算工作的参考价值。
英文摘要：	The overall budget management unit strategic objectives for the purpose of refinement of the strategic objectives within a budget cycle for a specific budget target, with the full participation and full accounting of the whole monitoring features in the management of the internal control plays an importantthe role includes planning, coordination, control, motivation, appraisal, and a full range of features, a complete internal control and management tools. Many companies adopt a comprehensive budget management, a relatively complete theoretical and practical experience. In administrative units, especially in the neighborhood offices there is no application, this paper is to identify the overall budget management budget management methods in the Office of the streets to explore application of the road, to improve the management level of the neighborhood offices, street office management more scientific, more efficient and better services for community residents. This article is divided into five parts. The first part of the introduction, describes the research background and significance of domestic and international literature review, research content and objectives, research focus and difficult to study the ideas and methods, research and innovation, and limitations. The second part is a theoretical overview of the overall budget management. The third part is the status of the N Street office budget management. Work characteristics of the neighborhood offices, pointing out that the overall budget management, budget management is not currently implemented. The fourth part is the focus of the overall budget management program designed for N subdistrict offices, design the general idea of the overall budget management and implementation of principles, management framework, management structure and division of responsibilities. Step-by-step details of the overall budget target of N subdistrict offices, budget preparation, budget execution, budget monitoring and control, assessment and evaluation of the budget. The fifth part is the conclusion to draw N subdistrict offices suitable for the conclusion of a comprehensive budget management methods, attributed to the reference value of N subdistrict offices of the overall budget management program on the other streets in the office budget.
