中文摘要: | 2001年开始的中国通信行业重组为通信行业带来新的机遇和挑战。如何抓住稍纵即逝的市场和政策机遇,依托原有的市场网络和客户基础,发挥公司的传统业务优势,积极探索全新的商业模式和业务种类,是通信运营商焕发生机、掌控未来市场和客户的关键。目前,在全球通信运营商的转型和调整的大背景下,全球各大通信运营商都在通过对ICT(Information and Communications Technology)项目的逐步开展以及对新的商业模式的探索,来实现从传统通信运营商向综合信息服务提供商的转变。ICT信息通信技术是支撑信息社会发展的通信方式。它反映了通信运营商在信息时代自身职能和使命的演进。但是,在ICT项目的生命周期中存在很多不确定因素,通信运营商在ICT项目实施过程中仍然沿用传统的通信工程项目管理方法,对于ICT项目中的风险识别管理缺乏相应的方法和手段,导致通信运营商在ICT项目的运作时,失败率非常高。论文在项目风险管理相关理论的基础上,基于ICT项目的独特性对ICT项目的风险进行了分析,重点探讨我国通信运营商ICT项目的风险识别、风险评估和风险应对。论文最后用案例加以证实。论文中认为,通信运营商在管理ICT项目风险管理的过程中,存在与一般项目风险管理不同的关键因素。通信运营商需要有一套有效地风险管理机制,才能够有效地识别、评估出ICT项目风险因素,并采取合理的应对和控制措施。在综述国内外相关文献地基础上,论文从技术、资金、管理和制度四个关键因素来阐述,建立了通信运营商ICT项目风险因素的概念模型,并采用了一般项目风险管理的相关方法,对我国通信运营商ICT项目进行风险识别,同时对风险因素与通信运营商ICT项目风险程度的相关关系进行了研究和分析,对我国通信运营商如何识别、评估和化解风险,具有一定的参考和借鉴作用。 关键词:通信运营商 ICT项目 项目风险管理 | |
英文摘要: | China communication industry restructuring began in 2001 to bring new opportunities and challenges for the communications industry. How to seize fleeting market and policy opportunities, relying on the existing market network and customer base, to play the company's traditional business advantages, and actively explore new business models and types of business communications operators revitalized control the future key markets and customers.
