| 中文摘要: | 随着世界多极化、经济全球化深入发展,特别是现代科学技术进步日新月异,知识越来越成为提高综合国力和国际竞争力的决定性因素,而城市作为社会政治、经济、文化中心,是社会发展和进步的重要标志。 构建学习型城市是一项极其复杂的社会经济系统工程,需要在科学的理论指导下进行。本研究首先通过归纳总结国内外学者关于学习型城市的相关概念,梳理出学习型城市的组合定义,对学习型城市的核心要素加以识别提炼,并从理论工作的角度来审视,进而巩固这些核心要素,为学习型城市的建设实践提供理论指导和政策依据。为及时掌握学习型城市的发展态势,加快推进各地区学习型城市的发展进程,使今后学习型城市创建工作有针对性的开展,本研究根据学习型城市的核心要素,按照科学性、层次性、可操作性、可对比性、导向性的设计原则,建立了一个由三个层次指标构成的学习型城市指标体系,运用组合权重法确定指标权值系数,构建了学习型城市综合评价模型,并以中国四个直辖市的实证数据为样本,检验学习型城市评价指标体系的实用性和可操作性。 我们以天津作为全国的代表,进行了其学习型城市建设的动态模型构建和模拟仿真。根据模型的仿真结果我们展示了不同投入组合和建设政策下,学习型城市建设重要指标的表现结果,找到了学习型城市建设的投入关键点,并给出了相应的建设投入建议。这些建议有助于政府和其他政策制定者,更好的将用于学习型城市建设的有限资源应用到对中长期建设发挥更大积极作用的地方。并且借助该模型,我们也可以及时发现我们在整体规划和和政策制定上的偏差,进行适时调整,实现城市的良性发展。 | |
| 英文摘要: | With multi-polarization and globalization of the economic, especially in modern science and technology advances, the knowledge has increasingly become a decisive factor to enhance overall national strength and international competitiveness, while the city as a social, political, economic and cultural centers, make an important symbol of the development and progress. Building a Learning City is a very complex socio-economic system which needs to be under the guidance of a scientific theory. By this study we summarizes the domestic and foreign scholars on the Learning City concept came out with a combination of definitions of the learning city, so we can identify and refine the core elements of the learning city, and then to look at from the perspective of theoretical work, thereby strengthening these core elements, to provide theoretical guidance and policy basis for the learning city construction practice. In order to grasp the development trend of the learning city, accelerating the development process of the learning city, learning city in the future to create work targeted to carry out this study, the core elements of the learning city, in accordance with the scientific hierarchy operability can be correlated, the design principles of orientation, the establishment of a study of three levels of indicators of urban indicators system, the use of the combination weights to determine the index weight coefficient to construct the comprehensive evaluation model of the learning city and empirical data in the four municipalities in China as a sample, to test the practicality and operability of the evaluation index system of learning city. Tianjin on behalf of the learning city, we use it to implement the dynamic model and simulation. According to the model simulation results, we found a different combination of inputs and construction policies, the performance results of the important indicators of a learning city show us the key points of the input of the learning city, and gives the corresponding input in the construction proposal. These recommendations will help governments and other policy-makers better to play a greater positive effect on medium-and long-term construction used for the limited resources of the application of the learning city. And with the help of the model, we can timely detection of deviations in the overall planning and policy formulation, to make timely adjustments to achieve the sound development of the city. | |
