| 中文摘要: | 随着社会环境日益复杂,组织管理不断科学化,我国事业单位的绩效评价,不管是在观念思想上,还是在程序结构上,都逐渐显现各种弊端和问题,已经不能完全满足现实工作的需求。而且,随着我国事业单位的改革,大部分事业单位将改制为企业,以新的形式参与市场竞争,在社会主义市场经济中实行优胜劣汰。因此,在当前形势下,如何引入先进的绩效管理理念,实施绩效管理,构建一套科学、合理、有效的事业单位绩效评价体系,是一个颇具挑战性,却也十分有意义的课题。基于以上分析,本文紧紧围绕事业单位绩效评价这个核心,进行了系列研究。首先,本文阐述了论文的研究背景和研究意义,对绩效和绩效评价的相关概念和理论进行了概述,并重点介绍了平衡计分卡;然后,本文以A研究所为例,以战略目标为导向,介绍了基于平衡计分卡的绩效管理思想,并且结合定性和定量分析,在事业单位绩效评价研究现状的基础上,借鉴企业绩效评价的优秀经验和手段,初步建立了一套体系完整、可操作性强的绩效评价指标体系;最后,为使绩效评价体系得以有效实施,本文提出为A研究所引入和完善绩效管理思想,创建绩效管理机制,并设置了一系列促使绩效评价有效实施的保障性措施,同时根据实际情况随时调整绩效评价体系,以使A研究所的绩效评价处于动态的持续改进状态。 | |
| 英文摘要: | With the increasingly complicated social environment and more scientific organizational management, not only concept but also configuration, the performance evaluation of institutions in China begins to expose some abuses, and can not meet the reality. Besides, with the reform of public institutions, most institutions will become enterprises. They must compete in the market in a new form, and have to accept survival of the fittest. Therefore, in the current situation, how to draw into advanced performance management and put it into effect, and set up a suit of scientific, rational and effective performance evaluation system in the institution is a challenging and significative subject. Based on the analysis above, this article carries on series of research according to the performance evaluation in the institute. First, this article explains the research background and the research significance, reviews the relevant concepts and theories of the performance and the performance evaluation, and emphatically introduces the Balanced Scorecard. Then, this article takes the A Institute as an example. Based on the current research about performance evaluation in the institute, with the strategic goal-oriented, it introduces the performance management thought that based on the Balanced Scorecard and with the combination of qualitative and quantitative analysis, it uses the excellent experience and means in the business unit and initially establishes a performance evaluation index system that is complete and operable. Finally, in order to make the performance evaluation system can be effectively implemented, this article puts forward to the A Institute to introduce and improve performance management idea, create a performance management system, and set up a series of guarantee measures which are effective to implement the performance evaluation. At the same time, it musts adjust the performance evaluation system according to the actual situation, so that it can make the performance evaluation of A Institute in dynamic state of the continuous improvement. | |
