中文摘要：	面对出口目标国越来越严厉的贸易措施，我国越来越多的钢铁企业正在面临发展困境。针对我国钢铁工业发展情况，我国在加快产业结构调整、采取有效措施应对国际贸易案件的同时，大力鼓励钢铁企业“走出去”，倡导钢铁企业到境外投资办厂，规避贸易风险，促进国内钢铁工业走向良性发展。可以预见，钢铁企业到境外投资办厂将成为我国钢铁工业境外投资的主要形式。项目前评估是在项目实施之前开展的一项评估工作，也是项目全生命周期评估工作中最重要的一部分，其对于项目实施之前的决策工作具有较强的指导作用。钢铁企业到境外投资办厂由于投资环境与国内截然不同，面临较多的不确定性因素，开展科学、有效的前评估是项目成功的关键。论文以钢铁企业境外投资项目的前评估为研究对象，在论述相关理论的基础上，包括项目评估的相关理论以及项目前评估的流程、方法等相关理论，阐述钢铁企业境外投资项目存在的由来和意义，分析此类项目前评估的主要内容，结合前评估和综合评价的理论及方法，对此类项目如何开展前评估进行分析，结合案例天津钢管集团到美国投资项目进行前评估分析，并最终得出论文的结论与展望。论文的主要研究价值在于：分析钢铁企业境外投资项目前评估涉及哪些内容；建立了钢铁企业境外投资项目的一般性指标体系，可为同类项目建立前评估的指标体系提供参考；应用专家打分法、层次分析法确定指标的权重系数，具有较强的科学性和客观性；应用专家打分法、模糊综合评价法建立钢铁企业境外投资项目前评估的综合评价模型，使前评估结果量化，更加客观和直观，对项目实践具有指导作用。
英文摘要：	Face with increasingly severe trade measures of the export target country, more and more iron and steel enterprise of our country are facing dilemma.For the development of our country's iron and steel industry, at the same time of speeding up the readjustment of the industrial structure and takeing effective measures for the international trade case, our country urges iron and steel enterprise “go out”, initiates iron and steel enterprise to make overseas investment and establish factories, evades trade risks and promote domestic iron and steel industry trended to positive development.It can be predicted, iron and steel enterprise to make overseas investment and establish factories will become the main form for the overseas investment of our country’s iron and steel industry. Project pre-evaluation is an evaluation work before the project has implemented, also be the most important part of the evaluation work for the whole life cycle of project, is instructions to the policy making work before the project has implemented.Because the investment environment is different from our country, iron and steel enterprise to make overseas investment and establish factories will face several uncertainties, to carry out scientific and effective pre-evaluation is the key of a successful project. The thesis uses pre-evaluation of iron and steel enterprise to make overseas investment project as the object of study, bases on the theory of the relevant theories of project evaluation and the relevant theories on process and methodology of project pre–evaluation, expatiate the origin and significance of iron and steel enterprise to make overseas investment project, analyses the main content about these kind of project pre-evaluation, combines with the theory and method of pre-evaluation and comprehensive evaluation, to analyse how to carry out pre-evaluation for these kind of project, use the investment in the United States project of Tianjin PIPE GROUP for case to analyse the pre-evaluation of the project, and in the end, draws the conclusion and prospect of the thesis. The main value of study for the thesis: analyses that pre-evaluation of iron and steel enterprise to make overseas investment project invloes which content; establishs the general index system of pre-evaluation on iron and steel enterprise to make overseas investment project, can make a reference for the same kind of the project to establish the index system; uses method of experts assess and application of analysis of hierachy process to define the weight coefficients of the index, it is more scientific and objective; uses method of experts assess and fuzzy comprehensive evaluation to establish the comprehensive evaluation model about pre-evaluation of iron and steel enterprise to make overseas investment project, it makes the result of the pre-evaluation quantitative, more objective and intuitional, it has direction for project practice.
