中文摘要:随着电力建设市场招投标制度的大力推行、市场竞争的日趋激烈、中标价格日趋偏低、发电集团逐步形成了各具特色的造价管控模式,项目运作逐步与市场接轨。因此电厂建设项目必须将成本控制作为企业的首要工作来抓,以便增强企业的盈利能力和生存能力,保证电厂建设企业在激励的市场竞争中取得更大的生存发展空间。在一般的经营性项目管理中,项目承包商成本管理主要目标是提高盈利率,往往忽视项目价值的提升,甚至为实现项目成本目标降低质量,缩短工期,减少范围而牺牲项目价值。由于电厂建设项目的特殊复杂性,使其必须注重项目成本、质量、范围、工期等多要素目标平衡,加大了项目成本管理难度。因此,项目承包商出于提高盈利能力,保持行业竞争力的要求,必须建立有效的项目成本管理模式和方法。本文从电厂建设承包商角度对鸿山火电厂建设项目的成本管理进行研究。在项目价值最大化前提下,探讨了基于活动的电厂建设项目成本管理,并结合项目成本管理相关理论,对鸿山火电厂建设项目成本管理的现状及存在的问题进行分析,确定了鸿山火电厂建设项目成本管理的核心内容,即项目成本的估算、预算、控制模式和方法。在项目成本的估算、预算、控制模式和方法研究中,吸取一般项目成本管理理论及方法外,结合电厂建设项目建造模式、技术标准化要求高、变更较多、跨区域作业等特点,对成本估算、预算和控制的问题及对策进行了重点分析,形成了一套较为完整的针对电厂建设项目全过程成本的管理方法。在本文最后,总结了本文的研究和理论贡献、对项目成本管理的启示、研究工作存在的不足及今后的研究方向。 
英文摘要:In general operating project management, the main objective of project cost management is to improve the profitability, so the contractor often ignores the project value promotion, and even to reduce the project quality, shorten the construction period and cut down the scope of work for the implementation of project cost target. Due to the contractor of remote site camps construction need take the responsibility for the camps operation and management, they must pay attention to the project cost, quality, scope of work, construction period and so on, under this circumstance, the difficulty of project cost management is increased. For improving the project profit capability and keeping the industry competitive power, contractor must set up the effective project cost management mode and measure. Along with the electric power construction market bidding system vigorously, the market competition is becoming increasingly fierce, the price is low, power generation group has gradually formed a unique cost control mode, the operation of the project gradually with the market. Therefore the power plant construction projects must be cost control as the primary task, in order to enhance profitability and survival ability, ensure power construction enterprises in market competition and gain greater space for survival and development. In the general business of project management, project contractor cost management the main goal is to improve the rate of profit, often neglect the project value, even for the realization of the project goal to reduce quality cost, shorten the construction period, reduces the range at the expense of project value. Due to the complexity of power plant construction project, which must pay attention to project cost, quality, scope, time and other factors target balance, increased the difficulty of project cost management. Therefore, the project contractor for improving profitability, maintaining the competitiveness of the industry requirements, must establish the effective project cost management mode and method. This article from the perspective of power plant construction contractor hung Hill power plant construction project cost management research. In the project to maximize the value premise, based on activities of power plant construction project cost management, combined with project cost management related theory, the power plant construction project cost management problems and the reasons for analysis, summed up the hill hung cogeneration power plant construction project cost management is the core content, namely project cost estimation, budget, control mode and method. In project cost estimation, budget, control mode and method of study, to learn the general project cost management theory and methods, combined with the power plant construction project construction mode, technology standardization, more demanding change, cross-regional operation characteristics, the cost estimate, budget and control problems and countermeasures are analyzed, forming a relatively complete set of power plant construction project in the whole process cost management method. In the end, this thesis summarizes the research and theoretical contribution, to project cost management, research deficiency and the future research direction.
