中文摘要：	随着我国经济的快速发展，社会用电需求不断上升。近年来，用电需求已经成为国家经济发展的一个重要问题，尤其是沿海地区，用电限制已经对经济发展造成了严重的影响。变电站作为发电的重要载体，对于社会经济发展用电具有重要的保障作用。全面质量管理作为管理的一种重要手段，自从上世纪诞生以来就在各行各业进行全面的推广和应用，并为质量的提升创造了良好的效益。变电站建设是一个系统的过程，需要对各个环节都进行严格的把关和控制，通过预防的形式，将质量隐患消除在萌芽阶段，从而实现质量水平的提升，为变电站的安全运营提供良好的基础。全面质量管理的主要方式就是通过控制质量形成的各个环节来实现质量水平的提升，这是一个闭环控制的过程，通过事前预防、事中控制和事后纠偏来达到质量的控制。本文以市区南变电站为研究对象，对市区南变电站建设过程中应用全面质量管理思想进行了系统和深入的研究。论文第一章为导论部分，对本文的研究背景、研究问题进行了剖析，并给出了本文的研究内容和研究方法，同时提出了研究目的和研究创新之处；第二章对本文涉及到的相关概念进行了阐述，同时对国内外的研究综述进行了归纳和总结；第三章分析了市区南变电站项目施工的独特性，首先给出了市区南变电站工程特点，并以此为基础，分析了市区南变电站建设过程中的质量影响因素，主要包括人的因素、材料因素、设备因素、施工方法等因素，然后论述了市区南变电站工程应用全面质量管理思想的必要性；第四章对承德市区南变电站项目施工过程中的质量控制进行了剖析，主要包括变电站项目施工过程的事前的质量控制、事中的质量控制以及事后的质量控制；第五章对市区南变电站项目施工质量控制进行了总结，从变电站项目施工质量效果、施工组织效果以及环境保护效果进行了分析。 关键词：市区南变电站；全面质量管理；运用分析；运营效果
英文摘要：	With the rapid development of Chinese economic, social demand for electricity is rising. In recent years, the demand for electricity has become an important issue towards the country's economic development, especially in coastal areas; load shedding has caused a serious impact on economic development. As an important carrier of power generation, the substation has an important role in the socio-economic development. As an important means of management, total quality management has worked in all walks of life to conduct a comprehensive promotion and application, and created a good benefit for the improvement of its quality since its birth in the last century. The substation construction is a systematic process, which requires strict check and control of all aspects to eliminate the quality problems from beginning, in order to improve the quality level, provide the safe operation of the substation. The main style of total quality management is that through quality control all aspects of the quality upgraded. This is a closed-loop control, it relay on corrective advance prevention to achieve quality control. In this paper, Urban South substation system is studied, especially on the application of total quality management. The first chapter is the introduction part, the research background is purposed, the research methods purposes and innovations are advanced. In the second chapter, some concepts of this article is explained, the researches in and abroad are summarized; in the third Chapter, the unique of urban south substation project construction is analyzed. And based on it, the factors which influenced the quality of the urban South substation construction process, such as human factors, material factors, equipment factors and construction factors is discussed. And then the necessary of total quality management project applied in urban South Substation is studied. In the forth chapter, the quality control in Chengde City South Substation Project construction is analyzed, including the pre-control, urgent-control and after-control in substation's project construction. In the fifth chapter, the Project Construction Quality Control of urban South Substation is summarized. The quality effect, organizational effect and environmental protection effect is analyzed.
