| 中文摘要: | 绩效评价是现代管理中非常重要的内容。没有绩效评价,就无从开展目标管理,也无从查找管理中存在的问题,更无法公正公平地实施薪酬激励和职务激励。工程项目的绩效评价比日常运营管理的绩效评价要复杂得多,这不仅体现在影响工程项目绩效的因素多,而且体现在项目所处环境的复杂性、多变性和项目自身的独特性、一次性等方面。不同地区、不同时期、不同类型、不同规模的工程项目,开展绩效评价的关注点、评价指标和方法步骤都可能不一样,充分体现了哲学层面上事物的独特性。恰恰是这种独特性给施工企业开展项目绩效评价带来了难度,因为从公平的角度讲,只有评价标准一致的评价才是公正的。而当前关于这一领域的研究较少,这就需要构建一种具有较强适用性和可操作性的工程项目绩效评价指标体系,这也是本文的研究目的。本文所述的工程项目绩效评价指标体系与实施研究,只是针对基础设施建设项目生命周期中的项目实施与控制阶段而言的,是专题就项目承包商如何开展项目绩效评价进行的研究。本文在回顾归纳一般性的绩效评价理论与方法并分析工程项目的目的性、独特性、一次性、制约性等特性的基础上,找出工程项目绩效评价的独特性,结合目前该领域的研究进展,本着兼顾效率与公平的原则,从核心指标和相关指标两个方面构建了施工企业工程项目绩效评价的指标体系,从定量和定性两个角度探索了评价方法,指出了施工类公共工程项目开展绩效评价过程中需要把握的实施条件、实施步骤和重点问题,并结合天津五市政公司的项目绩效评价案例分析了案例企业项目绩效评价中存在的长处和不足,特别是对其实施“二次清单”的项目绩效动态评价方法给予了比较详细介绍,指出了需要改进的地方,以期对施工企业开展项目绩效评价有所帮助。 | |
| 英文摘要: | Performance evaluation is a very important content in modern management. No performance evaluation, objectives management can never carry out, and no problems to find from the management, but not the fair and equitable implementation of pay incentives and job incentives. Performance evaluation of the project than performance evaluation of the daily operation and management is much more complex, not only in the many factors affecting the performance of projects, but also in the complexity, variability of project environment in which , project their own unique and the one-time, and so on. Different regions, different times, different types and sizes of projects, to carry out concerns of performance evaluation, methods of evaluation and steps may be different, fully embodies the unique nature of things at the philosophical level. It is precisely this uniqueness to the construction companies what brought a degree of difficulty to carry out performance evaluation of the project, because from the perspective of fairness, only the evaluation which criteria are the same is fair. But the current research in this area is less,so we need to build a kind of strong applicability and operability of the project performance evaluation method, which is the purpose of this research. The index system of projects performance evaluation described in this article, only for project implementation and control stage among the infrastructure construction project life cycle, is special studies on how to carry out the projects performance evaluation to the project contractor. This identify the uniqueness to the performance evaluation of the project based on what review and summary the general theory and method of performance evaluation, analysis of the project purpose, unique, one-time, constraints and other characteristics. And combined with the current status of research in this area , in line with the principles of both efficiency and fairness, this build an index system of the project performance evaluation and an evaluation of the indicators. And combined with the case, this point the implementation steps necessary to grasp, the key areas and key issues of project performance evaluation to public works that need to construct, what is helpful to construction enterprises to carry out the project performance evaluation. | |
