中文摘要:在国家大力发展新能源的背景下,作为新能源领域技术最成熟、成本优势最显著、市场前景最看好的风电行业迎来了前所未有的发展机遇。然而随着风电建设开发的不断深入,企业必然面临各种各样的新问题。如何确保承揽的众多风电项目与企业发展目标一致,有效支撑企业战略发展规划和远景,特别是企业在有限资源的情况下,如何做好多项目管理效益,需要我们认真思考,在细致研究问题的基础上,结合风电项目施工实际探索出风电项目群管理模式、绩效体系。本文从国家新能源发展趋势、风电发展前景、风电施工企业现状,风电项目群管理等方面分析了风电项目群绩效管理瓶颈,通过将风电项目群管理与火电等常规电源项目管理相比较,明确了项目群管理、项目群绩效管理的含义,总结出了风电项目群绩效管理体系构建与实施存在的特殊性,结合天津电力建设公司风电项目群管理实际,以风电项目群管理模式、绩效管理体系为研究主题,综合运用绩效管理、平衡计分卡、关键业绩指标法(KPI)等基本理论、方法和工具,在深入理解企业发展战略、发展目标的基础上,逐步建立起基于自身企业文化的风电项目群管理架构,管理模式、绩效管理体系,并通过实际应用进行了检验与完善。 两年来,通过该管理模式与绩效管理体系的建立与应用,不但在推进业务发展、为企业创造效益方面取得了显著的管理效果,也较为成功的解决了项目群绩效管理问题,使公司风电业务逐渐进入“快速发展、突显效益”的时期。 
英文摘要:As China is sparing no effort to develop clean energies, wind power, with the most mature technology and most significant cost advantages and the most promising market prospects in the field of clean energies, are also facing unprecedented opportunities of development. However, with the deepening of the construction of wind power industry, market size continues to expand, the growing of the number of projects, the companies are bound to face a variety of new issues, it needs us to seriously think how to ensure the power construction companies which contracted many wind power projects and business development goal; especially in the case with limited resources, how to perform multi-project management efficiency, we need to seriously consider the combination of wind power construction on the basis of detailed research issues to explore the actual wind power project group management model and the performance system. This thesis analyze the performance bottleneck of wind power projects based on the trend of clean energies, wind power’s development and wind power construction companies’ current situation, and define the meaning of project group-management, project group performance management through comparison between thermal power projects and wind power project and further, to summarize the superiorities of setting up and executing group performance management in wind power projects. it is through program management framework structures, management mode, establishment and implementation of management performance system , the integrated use of management theory , methods and tools, it is designed to provide the reference and inspiration for program management performance of wind power construction companies project groups. Also the thesis also is based on the current status of TEPC’s wind power section and aims its topic at group management mode, performance management of wind power projects by using performance management, balancing scoring method, KPI and other theories and tools. Finally, it helps to establish company-based wind project group management structure, management mode and performance management system with the deep understanding of corporate development strategy and target. For two years, through the establishment and application of the management mode and management performance system, it not only achieve effective management results in promoting business development and creating profits, but also successfully solved the project group performance management issue, which lead the company’s wind power business gradually into the rapid-developing and high-profit period.
