中文摘要:经过六十年的发展,全国农村合作金融机构已经成为我国金融体系中的重要力量,在为“三农”提供金融支持方面发挥着主力军的作用。特别是2003年6月深化农村信用社改革试点以来,全国农村合作金融机构的资产规模不断扩大,综合竞争能力明显提高,存贷款市场竞争力大幅提高,已成为全国金融机构中涉农服务网点最多、覆盖面最广、业务规模最大的金融机构。目前,农村合作金融机构正处于强化监管、深化改革、优化服务的历史攻坚时期,面临着宏观调控压力加大、流动性收紧趋势明显、监管标准刚性约束增强的宏观经济背景,面临着国家工业化、城镇化和农业现代化“三化同步”的战略实施和社会主义新农村建设步伐迅速加快的机遇,面临着建立现代农村金融制度的目标和任务。如何推动农村合作金融机构实现战略转型,在产权制度、公司治理、体制机制等方面寻求新的突破,成为农村合作金融机构急需解决的问题。 本文以辽宁省农村信用社为研究对象,辽宁省农村信用社作为地方性农村合作金融机构,如何在机遇和挑战并存的情况下,如何在坚持服务“三农”的市场定位的同时,按照建立现代农村金融制度要求,通过战略转型实现科学发展和可持续发展,具有重要的理论意义和研究价值。 本文对辽宁省农村信用社的发展状况及发展方向进行了研究。在阐明研究背景、研究意义、研究思路和研究框架的基础上,运用战略管理和战略转型等相关理论,分析了农村信用社的性质特点、地位作用以及辽宁省农村信用社的发展历程。从宏观经济环境、行业竞争等方面分析了辽宁省农村信用社战略转型的外部环境;从内部资源能力以及自身优劣势等方面分析了实现战略转型的内部因素。在此基础上,提出了辽宁省农村信用社战略转型的总体原则、转型模式及转型内容,最后从建立现代金融企业制度、提升经营管理水平、创新产品营销服务机制、建立人才培养考核机制、加快信息科技服务平台建设等方面论述了实现辽宁省农村信用社战略转型的保障措施。  
英文摘要:With 60 years of development, the rural cooperative financial institutions have become an important force in China's financial system and played a dominant role in providing financial support for the “three rural” policy. Especially since June 2003, Chinese government has begun to deepen the pilot reform of rural credit cooperatives. The assets size of rural cooperative financial institutions has been expanded continuously, the comprehensive competitiveness has been improved significantly, and the market competition of deposit and loan also has been increased substantially. Nowadays, rural cooperative financial institutions have become the most agriculture-related service outlets with the most extensive business coverage and the largest financial institutions. At present, rural cooperative financial institutions have been in the historical crucial period of strengthening supervision, deepening reform and optimizing service. With the macro-economic background of increasing pressure of macro-control, tightening pressure of liquidity trend and the enhancing pressure of rigid constraints of regulatory standards, with the implementation of the “three synchronization” strategy of industrialization, urbanization and agricultural modernization, with the opportunity of rapid acceleration of the construction pace of the new socialist countryside, rural cooperative institutions have faced the objectives and tasks of establishing a modern rural financial system. Meanwhile, rural cooperative financial institutions have also confronted urgent problems of implementing strategic transformation and seeking new breakthroughs in corporate governance, institutions and mechanisms. This thesis takes Liaoning Rural Credit Union (Abbreviated as LNRCU) as the subject of study. With this background and as a local rural cooperative institution, it has magnificent theoretical significance and research value in implementing the strategic transformation of LNRCU with the requirements of constructing modern rural financial system and the adherence to the “three rural” market position. This thesis studies the situation and direction of the development of LNRCU. On the basis of clarifying the background, significance, ideas and framework of the research, the writer analyzes the characteristics and status of rural cooperative institutions and the development history of LNRCU with the theory of strategic management and strategic transformation. The writer analyzes the external environment in terms of macro-economic environment, industrial competition and the internal factors in terms of the internal resources as well as the advantages and the disadvantage of LNRCU in realizing strategic transformation. On this basis, the writer proposes general principles, the transformation models and aspects in achieving strategic transformation of LNRCU. Finally, the writer illustrates the safe guard measures in achieving strategic transformation of LNRCU in terms of establishing modern financial enterprise system, enhancing management level, establishing mechanisms of product marketing, service innovation, personnel training and accelerating the construction of information technology service platform.
