中文摘要:随着我国通信事业的迅速发展,先进技术不断涌现,传统的铜线数据传输已经不能满足用户的需要,通信业务的发展正朝宽带化、业务综合化和网络光纤化发展。目前长途网、城域网以及接入网的主干段均大量的采用光纤技术,为了实现经济有效的发展,对于接入网的配线部分和引入线部分都应采用光纤接入,实现光纤到户的接入模式。本文所论述的公司为中国联合通信技术有限公司(下称:中国联通),案例分析对象为河北区新开河街光纤到户工程项目。电信行业光纤网络项目的特点是执行周期短,项目地点分散,资源竞争明显。一般一个千户小区的周期在三周左右,而天津市2011年光纤到户目标户数527,983户,分散在全市852个小区。目前采取的作业方式为相邻小区统一施工,共用一个施工队伍,这就要求在人员分配和其他资源的分配上讲究合理布局,要认清资源的稀缺性。因而项目进度管理是多个小区同时进行光纤网络项目管理的重要内容,如何加强光纤网络项目管理的进度管理,不仅对项目按照进度计划如期完成和对项目进入维护期以后的业务功能拓展有重要的意义,对项目成本控制也有重要的作用。对于光纤到户工程项目,由于工程施工点数多、范围广,情况复杂,采用传统的职能化管理模式,势必造成各职能部门间的责任不清、互相推诿等现象,严重影响工程质量和工程进度,不能很好的规避项目产生的各种风险。因此,本文就运用现代项目管理手段,结合通信行业的特点,对项目进度进行控制,达到精细化管理,保质保量按时地完成光纤到户工程项目。 
英文摘要:With the rapid development of China's telecommunications industry, advanced technologies are emerging, the traditional copper wire data transmission can not meet the needs of users, the development of broadband services moving towards high-bandwidth, comprehensive and fiber-optic network. Fiber-optic technology has been adopt to long-distance network, metro and access network backbone segments . In order to achieve economic development for the wiring part of the access network and the introduction of the line part of the fiber access should be adopted to achieve FTTH (fiber to the households) access mode. The companies discussed in this article for the China United Telecommunications Co., Ltd., Case Analysis objects for Hebei District Xinkaihe Street FTTH construction project. The construction project of the telecommunications industry, fiber-optic network is characterized by short implementation cycle, project locations scattered, competition for resources. General construction of a thousand cell cycle in about three weeks, while the 2011 FTTH construction of the target number of households in Tianjin 527 983, distributed in 852 communities in the city.
