中文摘要:自2002年以来,由于受到宏观经济环境的影响,电力建设行业迎来“井喷”发展时期,一大批电力建设项目纷纷立项,尤其是火电项目更是步入了快速发展期,火电施工企业都遇到了前所未有的良机。而后2008年我国经济急转直下,火电建设市场又极度萎缩,这给火电施工企业带来了严峻的考验。因此,加强火电施工企业项目人力资源管理,强化项目人力资源配置,通过对人的良好配置以达到企业的发展就显得格外重要。本文主要采用文献分析法、实地调研法等,对火电行业和施工企业的发展现状进行了全面分析研究,提出了火电施工企业项目人力资源配置存在的主要问题。同时,运用项目管理和人力资源管理的相关基础理论,通过分析国内外有关文献和研究成果,深入分析人力资源配置过程,分析了影响人力资源配置的各项因素和火电施工企业人力资源配置遵循的基本原则,对人力资源如何配置问题作了一些基础性研究。通过分析研究,本文提炼出了火电项目人力资源配置的主要过程。在对行业项目人力管理特点分析的基础上,总结指出改进行业项目人力资源配置,需要构建科学、有效的项目人力资源配置机制,强化项目人力资源的有效引进与使用,加强对人力资源的培训与开发等。同时,以天津电力建设公司国投北疆项目为例,构建了项目人力资源配置配置方式和机制,通过实际案例强化本论文的操作性,对行业人力资源配置具有一定的借鉴作用。本文研究提出的具体的适合火电施工企业特点的项目人力资源配置管理的建议和策略,有助于促进火电施工企业项目人力资源管理和项目管理水平的整体提升。 
英文摘要:Since 2002, the “blowout” happened to power construction industry affected with macro economic environment, and a large number of power construction projects had been set up. It was a period of rapid development for the thermal power project especially, during which the construction enterprises of thermal power plant in the face of unprecedented opportunity of development. However, from 2008, our national economy made a sudden turn for downside, the construction market of thermal power plant extremely shrank. As a result, the thermal construction enterprises confronted with such ordeal. Therefore, it is obviously necessary to reinforce the human resource management of thermal power plant project, strengthen the arrangement of project human resources and achieve development of enterprise through the good arrangement of staff . In this paper, the author point out the problems in human resource of thermal power construction enterprise based on the analysis of the situation of the enterprises and plants in this field. The author adopts the method of documentary analysis, field research and other methods in this paper. Meanwhile, the author also analysis various factors affecting arrangement of human resources and the basic principles which thermal power construction enterprise shall obey. Furthermore, a deep analysis process of arrangement of human resource was made as well as some basic research on how to arrange the human resources. These researches achieves by using the relevant basic theory of project management and human resource management and on the basis of analysis of domestic and external relevant documents and research. Through careful analysis and research, this paper has extract the main process of HR allocation for thermal power projects. On the basis of analyzing the HR management features of its industry, this paper conclude and indicate that for improving projects HR allocation, it is important to frame scientific and effective HR allocation mechanism, strengthen the effective import and use for projects HR and strengthen the training and development for HR. further more, this paper takes the Guotou Beijiang project as the typical example, which has framed the HR allocation method and mechanism and strengthened the operability through actual case, which plays a reference action for the HR allocation of the whole. The suggestions and strategies about human resources arrangement of project proposed in this paper are concrete and suitable for the thermal power construction enterprise. Through which the whole level of human resources arrangement of thermal power construction enterprise and management level of project will be improved rapidly.
