中文摘要:随着3G牌照的发放,移动通信领域迅速形成了中国移动、中国联通和中国电信三家全业务电信运营商三足鼎立的格局,未来的竞争将更加激烈。2G网络作为3G网络的补充,在较长时间内将与3G网络并存,因此应积极完善现有的2G网络,并做好2G/3G协调发展工作,为未来3G竞争提供良好的底层网络。现有2G网络的缺陷长远来看必将给公司发展带来瓶颈,所以无线网络改造项目紧急且必要。无线网络改造项目的复杂性和繁琐性都是前所未有的,并且可借鉴经验很少,几乎没有。在通信运营商对于无线网络改造项目缺乏成熟方法的背景下,要做好无线网络改造项目,首先要通过项目管理的理论对该项目进行管理,并进行必要的风险分析,才能确保项目按照预定的目标顺利的实施。本文主要利用项目管理课程中学习到的项目风险管理的相关知识,针对无线网络改造项目的风险管理课题进行研究。本文首先对项目风险管理的理论进行了回顾,并对无线网络改造项目的独特性进行了分析。提出通过将无线改造项目按阶段划分的方式,分别利用头脑风暴法、专家打分法、WBS分解法等方法对项目各阶段进行风险识别、风险评估及度量,确定风险级别,制定项目风险应对措施及控制方法。本文的主要创新之处是针对无线网络改造项目提出了具有一定适用性的风险管理方法。希望本文的研究内容能够对今后类似项目的风险管理工作提供参考和借鉴。 
英文摘要:With the obtainment of 3G licenses, China Mobile, China Unicom and China Telecom have become three powerful full-service telecommunication providers in an increasingly intense competition. As a supplement to 3G network, 2G network will continue its co-existence with 3G network for a long period of time. Thus, it is important to improve the existing 2G network actively and coordinate the development of both networks so as to lay a sound foundation for the future 3G competition. However, the defect of the current 2G network, in the long run, will inevitably pose bottleneck to the growing of the company. Therefore, carrying out wireless network transformation projects becomes crucial and vital. As the complexity and intricacy of wireless network transformation projects are unprecedented, there is little precious experience to refer to. Under such circumstances, in order to ensure smooth implementation of the projects with expectant goals, it is essential to build the projects on effective management mechanism and perform applicable risk analyses. This thesis attempts to investigate the risk management issues concerning wireless network transformation projects, in application of the relevant knowledge acquired from the project management course. First of all, the thesis conducts a theoretical review on project risk management and gives an analysis of the uniqueness of wireless network transformation projects. Then it suggests, the recognition, assessment and measurement of project risks can be executed on phase-level through a reconstruction of the project into phases, and respectively applying approaches of brain storming, expert scoring, WBS decomposing method and so on. Once the rank of a risk is identified, accordingly, the countermeasures and a control strategy can be formulated. Hopefully, the research of this thesis could be of some reference and help to the risk management of alternative projects.
