中文摘要：	随着经济全球化进程和人口的不断增长，能源作为社会发展决定性因素的重要性日益凸显。全球能源需求的迅速增长和石油价格的大幅提升,使得越来越多的国家开始重视新能源的开发与利用。其中风能资源的开发成为日益关注的重点，成为许多国家可持续发展战略的重要组成部分。近年来我国风电行业发展迅速，但针对风电投资项目的评估体系尚不完善，以至于国内风电行业存在项目评估工作不够科学严谨，项目管理工作水平不高等诸多问题，从而导致了项目风险大、效益低的问题。因此，为了确保风电项目投资的成功，对风电项目的可行性进行深入探讨和项目评估是一个必不可少的过程。论文在项目评估相关理论回顾的基础上，主要探讨风电投资项目前评估问题。本文通过分析风电行业发展现状，指出了我国风电行业发展存在的问题。论文针对我国风电行业特点，剖析了我国风电投资项目的独特性与评估所存在问题。论文重点阐述风电投资项目评估的原则、目标和主要指标内容，建立了一套基于风电投资项目特点的评估指标体系，并借鉴层次分析法的权重分析方法进行综合评估。论文最后用甘肃玉门昌马大坝南48MW风电场项目案例加以证实。论文认为，针对风电投资项目存在开发难度大、项目投资风险高的特点，需要运用多种方法进行综合评估和研究。论文针对风电投资项目所建立的评估指标和方法，具有一定的探索意义。其研究对风电企业进行风电投资项目评估具有一定的指导作用。论文有助于风电行业企业发现问题、总结经验、提出改进方法和意见，从而促进提高风电项目投资，建设与项目运营管理的水平。同时，论文对相关企业实施项目投资决策具有一定的参考价值和借鉴作用。 关键词：风电投资项目； 项目评估； 评估指标
英文摘要：	With the process of economic globalization and the increasing growth of population, energy is turned more and more important as a decisive factor of social development. The rapid growth of global energy demand and the oil price increases, more and more countries begin to attach importance to the new sources of energy development and utilization. Wind energy resource utilization becomes an important part of sustainable development strategy of many countries. In recent years, China's wind power industry development is rapid, but the wind power investment project evaluation system is not perfect, and the domestic wind power industry project evaluation is not scientific and rigorous, the project management level is not high, these resulting in the project has big problem of risk , and low efficiency. Therefore, in order to ensure the success of the wind power project investment, project feasibility study and project evaluation is an essential process. This paper based on the theory of project evaluation, mainly discusses the wind power investment project's pre-evaluation. In this paper, through the analysis of wind power industry development present situation, pointed out the problem of China's wind power industry development.According to the China's wind power industry's characteristics, the paper analysis the unique characteristics of China wind power investment project. And paper focuses on wind power investment project's assessment principles, objectives and main contents of the index, then set up evaluation index system of wind power investment project, and use the method of AHP to evaluate it. Finally, take the 48MW wind power investment project in Gansu province as example to prove it. Because of the difficulty and high risk of the investment in wind power project, we need to use a variety of methods for the comprehensive evaluation and research. The paper established the evaluation index and method based on the study on the wind power investment project, it has certain exploration significance. The research also has certain instruction function to the wind power industry enterprises to do the evaluation. The paper also contributes to the wind power industry enterprises to find the problem, sum up experience, put forward the improvement methods and suggestions, so as to promote wind power project's investment, construction and project management level. At the same time, it has the certain reference value and draw lessons for the related enterprises to make the investment decision of their project.
