| 中文摘要: | 随着国家对“节能减排”的政策导向日益明显,在传统的电力行业中,火电所占比例逐渐下降,而风电等新能源迅速发展。同时随着我国施工企业实力的逐步增强,以及新兴国家市场的日益繁荣,更多的施工企业走出国门。基于这些外部环境的变化,电力施工企业的战略也必然会随之调整。在学术理论方面,传统的项目管理理论经历了较大的发展,虽然其理论有着一定的通用性,但相关的理论和研究成果很少涉及到施工企业,众多施工企业组织模式主要是职能型、项目型及矩阵型,局限性愈发明显。随着近些年“项目组合管理”的发展,以及“流程导向”概念的出现,为包括施工企业在内的项目管理企业提供了全新的理论基础。因此,适应新的形势以及战略调整,施工企业应结合新的管理理论对组织模式进行设计和改造。本文正是基于上述原因,以笔者的工作实践为背景,站在施工企业的角度,对项目管理的理论进行了探讨,从流程导向的角度对当今形势下电力施工企业的项目组合组织模式进行了研究,并尝试将“流程导向”的理论与施工企业的管理实际相结合,提出了施工企业构建“流程导向型组织”的流程及方法,对电力施工企业组织模式的设计提供了帮助。 | |
| 英文摘要: | With government’s policy guidance of “energy saving and emission reduction” getting increasingly evident, in traditional power industry, the proportion of thermal power is gradually getting smaller and smaller; however, new energies like wind power are developing rapidly. Meanwhile, with the increasing strength of China's construction enterprises and growing prosperity of emerging markets, more and more construction enterprises go abroad. Based on these external changes, the Power Construction Enterprises will inevitably adjust their strategies accordingly. As for academic theories, the traditional project management theory has experienced considerable development. Although it is universal to some extent, few of its contents and research findings are about construction enterprises. With many construction enterprises adopt function-oriented management, project-oriented management, and matrix management, the limitations become increasingly apparent. In recent years the development of the “project portfolio management” as well as the emergence of “process orientation” provides a new theoretical foundation for project management enterprises including construction enterprises. Therefore, to adapt to the new situation and the strategic adjustment, construction enterprises should redesign and reform their management modes in combination with new management theories. Based on the above reasons the author’s work practice, this paper probes into the project management theory from the perspective of construction enterprises, studies the present project portfolio management of power construction enterprises from the perspective of process orientation,and puts forward the process and methods for construction enterprises to establish “process-oriented organization” by combining the theory of “process orientation” with the actual management of construction enterprises, which contributes a lot to the design of the management mode of power construction enterprises. | |
