中文摘要：	近年来基层图书馆的发展开始逐步受到重视，一些发达地区也已经形成初具规模的总分馆体系，但是就全国来看，我国基层图书馆总分馆体系的管理模式和运行机制目前还发展得不是很成熟尚处在探索阶段。因此，大力宣传和推广区县图书馆为中心—乡镇（街道）图书馆—村（社区）图书室三级总分馆体系建设，讨论如何科学合理的构建这一体系应该是我们的研究重点。萧山区的公共图书馆总分馆体系是真正的基层图书馆总分馆建设并且得到了萧山区政府的大力支持，使得其建设模式与现有的其他各地的建设模式有很大的不同：一般来说，基层图书馆总分馆体系建设是一项长期系统工程，限于人财物等因素的限制，分馆设置不可能在短时间内遍地开花，而必须根据总体规划，分期分批展开。因此，已有地区的基层图书馆总分馆体系建设往往都是在一定范围内从总馆-支馆-分馆，一级一级往下延伸；而萧山区的总分馆建设在短时间内实现全覆盖率的布点，支、分馆同时建设甚至分馆建设优于支馆建设，发展特别迅速。因此，对于萧山区这种政府主导，普遍开花的基层图书馆总分馆体系建设模式的研究能在一定程度上充实本学科的理论基础。本研究通过对杭州市萧山区公共图书馆服务体系建设的实际情况调查分析，考察了该体系的启动过程、建设目标、建设过程和总分馆体系的运行效果，分析了在其发展过程中可能出现的制约因素：总分馆可持续发展受到挑战，总馆压力过大和总馆对分馆的控制权不足等以及通过把萧山区公共图书馆服务体系作为案例分析，指出了可能会给其他地区公共图书馆服务体系建设带来的启示。同时，文章也对萧山区基层分馆馆员工作满意度情况进行了调查并分析了影响工作满意度水平的几大因素等，希望能够借此引起区政府、馆领导对分馆馆员的重视，通过改善条件来提高分馆馆员的工作积极性从而使得萧山区公共图书馆服务体系的运行更加高效。
英文摘要：	For a long time, the focus of the construction of public libraries in our country has been above the city level without enough attention paid below the county level, and thus there has been no universal main-branch system in libraries. More and more attention has been paid to the development of the grass-root libraries along with main-branch system in libraries taking shape in certain developed areas. In the overall situation in China, however, main-branch system in libraries in the grass-root libraries still have the management model and operating mechanism in the exploratory stage. In this way, the main point in our research is to promote with efforts the three branch and discuss how to construct this system in a scientific way. The main-branch system in libraries in Xiao Shan district is the real construction of main-branch system in libraries in the grass-root libraries and has gained the support from the district government, which makes its construction model quite different from that in other areas: the existing construction of main-branch system in libraries in the grass-root libraries belongs to the normative development with the extension of main library-branch library-sub branch library out of various factors; while the construction of main-branch system in libraries in this district realizes the distribution of full coverage in a short period of time in which the construction of the sub branch libraries and the branch libraries develop at the same pace or the sub branch libraries develop with priority to the branch libraries resulting the rapid development in this district. Thus, the research on the construction model of main-branch system in libraries in the grass-root libraries led by the government can to a certain extent enrich the theoretical foundation of this discipline. Construction of Main-Branch System in libraries is crucial to improving the development of grass-toots libraries and realizing the universal equality of library services. By means of investigating and analyzing the actual situation of the construction of main-branch system in libraries in Xiaoshan district, Hangzhou, this research has studied the startup process, the construction goal, the construction process and the running effect of the main-branch library system and analyzed constrains that may occur in its development: challenges in the sustainable development of main-branch library, high pressure of the main library and the inadequacy in controlling the branch library by the main library. Besides through case study of the main-branch system in libraries in Xiaoshan district, this thesis has pointed out the inspirations that may be helpful to construction of main-branch system in libraries in other areas. Meanwhile, this thesis has investigated the job satisfaction of sub-librarians in grass-root branch libraries in Xiaoshan district and analyzed the factors influencing the level of job satisfaction. This paper hopes to arouse the attention to the sub-librarians by the district government and the leadership in the library that contributes to the high efficiency of the operation of the main-branch system in libraries in Xiaoshan district by improving conditions to advance the working enthusiasm of the sub-librarians.
