中文摘要:城市大型工程项目作为我国城市基础设施发展和实现城市化的重要组成部分,它的建设和运营对城镇固定投资效果的实现、城市社会经济的发展有直接影响,而如何对这类项目进行科学有效的管理就成了极具现实意义的重要问题。虽然项目集成管理在确保项目目标实现方面的重要作用目前已得到了学术界和实践者的广泛认同,而项目要素集成管理作为其中的重要组成部分却在理论研究和实际操作中存在很多不足,这导致很多项目在管理中遇到了诸多问题和障碍。本研究正是以目前研究中存在的问题和管理实践中的困难为切入点,将城市大型工程项目作为研究对象,以项目四要素配置关系和集成管理为主要研究内容,通过采用实地调研、案例研究、问卷调查和理论推演等研究方法来构建一个能够实现对项目质量、项目范围、项目成本和项目时间为核心四要素的项目集成管理理论体系,为城市大型工程项目的建设和管理提供有力借鉴。通过对相关文献的分析和归纳,对天津站交通枢纽工程开展的探索性案例分析,以及通过问卷调查方式对这类项目中四要素的实际情况和开展集成管理的影响因素进行分析,对比项目实践中存在的问题和目前已有研究成果之间的差异,本研究首先在对这类项目实施四要素集成管理的必要性进行明确的基础上提出了项目和项目四要素科学配置关系基础模型,并对项目范围这一要素在开展集成管理中的核心性和作用进行了分析。与此同时,本研究基于对配置关系和集成管理在系统角度的分析,进一步对如何构建这种项目的四要素配置关系和实施集成管理进行探讨,说明了项目四要素配置关系是体现项目四要素之间匹配关系和项目四要素系统整体情况的客观反映,而以项目系统整体为管理对象、以整合增效为目的的集成管理则是以要素间的配置关系为依据的。基于对配置关系与集成管理关系,以及城市大型工程项目四要素系统的分析,本研究认为这种项目的四要素配置关系是一种以两两要素关系为基础、以项目目标优先序列为导向、受到资源约束的、能够体现项目四要素整体情况的要素匹配的客观关系。作为开展集成管理的依据,本研究以目标规划的形式对这种配置关系的构建原理给出了一般化的表达,说明了如何找到能够满足约束和实现系统最优的配置关系。为了进一步提高研究的针对性,本研究还分别对以项目质量、项目时间、项目成本和项目范围要素为第一优先目标的项目四要素配置关系特点和构建原理进行了分析,并且采用目标规划的形式对其中的不同情况进行了表达,为每一种情况下科学配置关系的构建提供了指导。在明确了基于目标优先序列的项目四要素配置关系的特点和构建内容之后,基于以项目目标优先序列为导向、以要素间两两集成为基础、以分步集成为实现过程的原则,结合问卷数据因子分析和相关性分析中对项目集成管理过程管理能力的分析结果,在将计划、控制、变更子过程视为核心管理过程的基础上,进一步提出了还包括起始和结束子过程在内的循环性的管理过程。与此同时,为了对向管理过程的实现提供管理技术,本研究将现有的较为成熟的项目管理工具结合要素间客观关系的特点进行了整合,形成了一套能够实现对单项要素和两两要素关系进行管理的技术方法。最后,通过采用动态决策对基于优先序列的四要素集成管理过程本质的分析,结合不同优先序列下四要素配置关系的特点,本研究又以计划、控制和变更子过程的实施过程为重点,对四类配置关系下如何开展集成管理进行了具有针对性地分析,从而进一步增强了本研究的实际指导作用。 
英文摘要:As an important force of urban infrastructure development and urbanization, the construction and operation of urban mega engineering project can directly influence the investment results of urban fixed asset and urban social and economic development, so it is worth to research how to manage this project effectively and scientifically. As one of insurances for project success, the importance of project integration management has been recognized widely by academic and practitioners, but there are many defects in theories and practice about project factor integration management, which as one critical part for project integration management. Taking the deficiencies and obstacles in practice as the entry, urban mega engineering project as the object, four-factor (project quality, project scope, project cost and project time) configuration relation and integration management as the content, the four factor integration management system will be built according to the results from filed investigation, case study, questionaire and theory research, which can contribute to the construction and management of this project greatly. Based on the results from literature review, exploratory case analysis for Tianjin Railway Station project and empirical analysis on the four-factors objective and influence factors of integration management in urban mega engineering project, and taking project scope as an core factor, the model of four-factor configuration relation and the necessity analysis are put forward in this study in order to fill the gap between current theory about project factor integration management and practice. For explain how to build four-factor configuration relation and implement integration management, the analysis in the view of system about configuration relation and integration management can provide evidence to explain the relation between them: project four-factor configuration relation is the objective reflection of the factor matching and overall situation of project, and configuration relation must be the basis of integration management, which takes entire project system as management object and optimization as purpose. Based on the systematic analyses about the relation between configuration and integration management and urban mega engineering project, it can be said the four-factor configuration relation of this project is the objective relation between different factors to reflect project entire status, and which based on the factor-to-factor relation, oriented by project objective priority and constrained by project resource. According to the theory of goal programming, the general model for the four-factor configuration relation is put forward, which can be the explanation how to build the configuration within constraint and system optimization. In order to provide more specific method to practice, the characteristics and modeling procedure of the projects taking project quality, project time, project cost and project scope as first objective are analyzed respectively, the models of each configuration relation mentioned above can be the bases for integration management effectively. Considering the content of project four-factor configuration relation with different objective priority and the principle of integration management, which taking project objective priority as orientation, factor-to-factor integration as basis, step-by-step integration as procedure, the general process of this integration management is put forward according to the results from empirical analysis, which proves the planning, controlling and changing are the core phases of this process. Meanwhile, in order to provide practical management technique to this process, according to the objective relation between four factors, some common tools of project management are integrated to form a set of techniques to the implementation of this integration management. Based on the fruits mentioned above and the nature of the integration management process which expressed by dynamic decision modeling, the specific management methods for the projects with different objective priority are analyzed respectively, which can be the contribution to management practice in urban mega engineering project integration management.
