中文摘要：	我国“十二五”期间，公共图书馆将实现全面免费开放，公共文化服务体系将更加完善。面对时代的机遇和挑战，一方面，公共图书馆需要进一步改革和深化服务，另一方面，她更需要新的研究视角为其发展奠定理论支持。兴起于20世纪七八十年代的社会资本理论，自2000年以来，被图书馆学界认为是解释公共图书馆使命特别是社会和谐使命的新的研究视角。 本研究是在新世纪我国政府提出构建社会主义和谐社会的大背景下，借鉴社会学、政治学中已经形成的社会资本测量指标体系，并结合国外图书馆学界测量公共图书馆对社会资本存量贡献的方法，试图构建出测量我国公共图书馆对所在社区社会资本贡献的一般性指标体系。 研究采用帕特南“信任——规范——网络”的社会资本研究框架，在预调研阶段，通过苏州市图书馆专家判定、读者访谈，确定公共图书馆根据其使命开展的活动与社会资本表现形式之间联系的存在，保证研究的有效性。在此基础上，进行问卷的初步设计，它包括关于个人社会资本拥有状况的调查；关于参与图书馆活动的调查两部分，目的是检验公共图书馆的活动是否对个人社会资本的生成有促进作用。调查对象选取苏州市若干社区图书馆读者、天津市图书馆读者，以及社区普通居民，并邀请苏州市、天津市图书馆专家、南开大学商学院信息资源管理系几位教授对问卷进行检查和分析。研究最后，根据问卷的统计分析和专家意见的描述性分析，对初始调查问卷做进一步的修改，完成测量指标的信效度检验。
英文摘要：	During the 12th “five-year plans”, China’s public libraries will be charge-free for visitors, and the system of cultural service for the public will be much more comprehensive. In facing the opportunities and challenges of the times, we have to reform and improve the services of the public libraries. With equal importance, we need to find new perspectives to provide theories for their development. Since 2000, the social capital theory which emerged in 1970s and 1980s has been regarded as the latest research perspectives for explaining the mission of public libraries. This research draws on the social capital measurement system from sociology, politics and economics, as well as methods adopted by foreign scholars for measuring public libraries’ contribution to the social capital stock, attempts to establish a basic index system for measuring the contribution to the local community capital by public libraries in China. This research is based on the framework of ‘trust-norms-network’ proposed by Putnam. The preliminary survey was conducted by interviewing with experts and readers from the Suzhou Public Library, to identify the relationship between the activities initiated by the library and the representations of social capital, which guarantees the efficacy of the research. The formal questionnaire consists of two parts: the first part concerning individual possession of social capital, the second part is about the participation of library activities, in order to find out whether public library activities works in generating individual social capital. Those who are surveyed include readers from several local community libraries, readers from Tianjing Public library and ordinary community residents. The evaluation and analysis of questionnaire were conducted by librarians from Suzhou Public Libray, Tianjing Public Library and experts from information management department of Nankai University. The preliminary questionnaire has been revised with references to the analysis of results of the questionnaire and the descriptive analysis by the experts, thus guarantees the efficacy of the completed measurement index.
