中文摘要:信息技术的迅速发展与普及使越来越多的企业、事业单位以及政府部门开始注重信息技术和信息系统的采纳与使用。目前,随着电子政务建设不断推进,政府部门也开始选择引进办公信息系统,以提高办公效率,为公众提供服务。然而信息技术的应用不是一蹴而就的,年龄、职务、受教育水平、工作性质等差异都会对信息技术的使用产生影响。那么,政府部门采用的办公信息系统是否易用,能否为工作提供便利并提高工作效率,公务员在使用办公信息系统的过程中会受到哪些因素的影响等,都是政府部门采用信息技术所面临的挑战。 本研究以政府部门公务员为研究对象,以技术接受与使用统一模型(UTAUT模型)为理论基础,探讨了如何构建公务员办公信息系统使用影响模型并测量这些影响因素之间的关系,通过对模型中的关键影响因素分析,进而为政府部门、公务员以及办公信息系统的改进和提高提供依据。 本研究共分五章,主要围绕公务员办公信息系统使用影响因素模型的构建和实证分析两大模块展开。首先,分别对理性行为理论(TRA)、计划行为理论(TPB)、技术接受模型(TAM)及扩展模型、Hofstede文化维度理论、技术接受与使用统一模型(UTAUT)等国内外研究成果进行梳理,并借用技术接受与使用统一模型的变量初步阐释研究问题。然后,通过问卷设计和预调查对UTAUT模型的变量进行调整和修正,并基于新的结构变量和量表提出公务员办公信息系统使用影响因素的研究假设和模型,其中模型包括感知绩效、感知价值、努力因素、社会影响、自我效能和焦虑6个变量(21个观测变量)和9个研究假设。 在构建的模型和假设基础上,我们采用基于新量表设计而成的问卷,对公务员开展了问卷调查,并通过SPSS 20.0和AMOS 20.0数据分析软件对回收的162份有效问卷进行了数据分析、模型检验与修正。研究结果表明,具有一定系统使用经验的公务员更关注感知价值,感知价值受感知绩效、社会影响、努力因素、自我效能和焦虑的影响,其中感知绩效对感知价值影响最为明显,而焦虑和自我效能则通过努力因素、社会影响通过感知绩效来影响感知价值。  
英文摘要:With the rapid development and popularization of information technology, more and more enterprises, institutions and government departments begin to pay attention to the adoption and use of information technology and the information system. Now, with the construction of e-government steadily, the governments also begin to introduce office information system to improve efficiency and provide public services. However, the application of information technology is not achieved overnight, the differences of age, occupation, education level, the nature of work will influence the use of information technology. Whether the office information system is easy to use, whether it can provide convenience for work and improve the work efficiency, and what influence factors will affect the use of office of information system and so on, are all challenges that the government departments confront. This study selected civil servants as the research object, and took the information technology adoption and integration model (UTAUT model) as the theoretical basis, then discussed how to construct the civil servants office information system influence model and measure the relationship between these factors, finally we analyzed the key factors in order to provide some references for the improvement of government departments, civil servants and office information system. This research is divided into five chapters, focusing on constructing the influence model of civil servants office information system and carrying out the empirical analysis. Firstly, we respectively clarified the research results about the theory of rational behavior (TRA), plan act theory (TPB), technology acceptance model (TAM) and expansion model, Hofstede culture dimension theory, technology acceptance and adopt integration model (UTAUT), and use variable of the technology acceptance and adopt integration model to explain the research issue. Then through the questionnaire design and pilot study to adjust and amend the variables of UTAUT model, and based on the new structure variables and scales, we put forward research hypotheses and model of civil servants office information system influence factors. The model included six variables (21 observation variables) and 9 research hypotheses. The variables are perceived performance, perceived value, effort factor, social influence, self-efficacy and anxiety. Based on the model and hypotheses, we adopted the new scales to design questionnaire, and conducted the survey. According to the 162 valid questionnaires, we conducted data analysis, model test and modification by data analysis software---SPSS 20.0 and AMOS 20.0. The results of the study showed that, civil servants who had some using experience paid more attention to perceived value, which was influenced by perceived performance, social influence, effort factor, self-efficacy and anxiety. Among these factors, the influence of perceive performance to perceived value was the most obvious, anxiety and self-efficacy influenced perceived performance through effort factor, social influence influenced perceived value through perceived performance.
