中文摘要：	移动互联网技术的发展，推动了移动智能终端市场的极速增长，这预示着智能手机时代到来。国外手机厂商很早就发现了智能手机市场蕴藏的巨大商机，纷纷整合有利资源以提高竞争力。国内手机厂商自2006年以来经历了长时间的衰退，如今的智能手机产业出现了新的规则和新的格局，国内手机厂商迎来了再次振兴的好机会。如何能在群雄逐鹿的智能手机产业占得一席，如何能从利润可观的智能手机市场分得一杯羹，如何能够成功挑战国际电信巨头的垄断优势，留给决策者的是一系列亟待解决的难题。国产手机曾经一度占据国内市场的半壁江山，但后来许多国产手机出现质量不佳，技术落后，资金不足等现象，逐渐影响了国产手机的市场形象。这些问题原本可以在项目前期得到评估和预见的，但目前国内手机项目可行性评估还存很多不足或未被足够重视。本文探究了国内智能手机市场的产业环境，总结了国内手机项目普遍存在的问题，分析了国内手机厂商的优势和不足，然后设计了产智能手机项目的评价指标体系，并运用层次分析法和模糊综合评价法构建评估模型，对智能手机项目进行可行性评估。最后通过对MI手机案例分析，对该评估模型进行了验证，证实了该理论框架的有效性和实用性。本文旨在通过建立智能手机项目的评价指标体系和评估模型，帮助国内智能手机厂商投资者减少决策的盲目性，降低项目风险。论文在相关项目评估理论的基础上，根据智能手机的产业特点来构建评价指标体系和评估模型，具有一定的应用创新性，对相关企业具有一定的借鉴意义和参考价值。
英文摘要：	Along with the development of mobile Internet technology, Mobile intelligent terminal market grows rapidly, which indicates the age of smart phone is to come. Some foreign cell phone manufacturers have noticed the huge business opportunities long ago, and have been integrating resources to improve their competitive ability. Domestic smart phone makers have been mired in a long recession since 2006,but now the appearance of smart phone industry new rules and new situation, seems to be a good opportunity to revive. How can we domestic cell phone manufacturers keep solid footing in the fierce market competition, how to benefit from the profitable smart phone market, how to challenge the international telecommunications giants; there will be a series of problems to be solved. Domestic mobile phones have once accounted for half of domestic market, but quality problems, poor technology and insufficient funds gradually impact the market image of domestic mobile phone makers. These factors could have been evaluated and foreseen, but domestic mobile phone makers always overlooked the project feasibility evaluation or did it badly. This paper explored the domestic intelligence mobile phone industry market environment, presented the advantages and weaknesses, analyzed the common problems of domestic smart phone projects. Then with project feasibility evaluation theory, constructs the smart phone project evaluation index system; with analytic hierarchy process and fuzzy comprehensive evaluation method, establishes the decision-making model. Finally, expounds and proves the model on the basis of case demonstration. This thesis aimed to help decision makers to decrease the blindness of investment, reduce the risk of investment by constructing the smart phone project evaluation index system and decision-making model. The paper added some creative applications to the traditional methods and has certain reference value.
