中文摘要：	随着中央政府将保障房开发建设写入“十二五”规划，在未来各个地方政府进行大规模的保障房建设项目就成为了一种必然的趋势。在2011年，整个保障房建设大张旗鼓开展了一年，收到了很多的成果，也碰到了很多的问题。本文就是对其中保障房项目的前评估方法进行了研究和分析，并以天津市的保障房开发作为研究的主体背景，从而得出一套与保障房项目建设相匹配的项目前评估方法，以帮助企业和政府在进行保障房建设前更好的进行项目立项和项目评估工作。本文使用了文献研究法、案例研究法和管理调查法对整个保障房项目的前评估进行了研究和分析。并对天津市保障房项目的独特性进行了归纳和总结。这种独特性因为天津自身的历史、文化、经济以及地理位置等原因，而与其他城市的保障房建设有所区别。天津目前正在投入大量的资金，旨在将天津建设成为国际化的大都市，经济发展和保障房建设的关系也是独特性的一种体现；构建了天津市保障房项目前评估的指标体系，主要是在对天津市保障房项目的独特性进行总结和分析的基础之上，根据项目前评估的主要理论，结合这些独特性，构建出具体的指标体系，从而为更好的进行保障房项目前评估进行了铺垫；研究得出了天津市保障房项目前评估的主要方法，在构建了指标体系的基础之上，通过对比一般项目前评估的过程，来得出天津市保障房项目前评估的主要流程和步骤。在具体的研究环节，对于指标体系中各个指标的权重如何确定、数据的收集和指标数据的处理方法等进行了专门的研究和分析，并得出了具体的相应的指标、数据处理方法，并通过层次分析法对构建指标体系中的各个指标的测定方法进行了简要说明。
英文摘要：	As the central government will ensure security room development and construction into “12st plan”, there must become an inevitable trend that each local government in the future will put more into security room construction. In 2011, with a large number of security rooms, government received a lot of achievements, but at the same time, also met a lot of problems. This paper is about research and analysis of pre-evaluation methods for security rooms. And it treats the security rooms of the city of Tianjin as the main body of the research background, This paper concluded a set of Index system that can match the pre-evaluation methods of Tianjin security rooms. All efforts that the writer does is to help enterprise and government in security room construction getting an better project start and project evaluation. This paper has used the literature research, case research and management survey research to get analysis of pr-evaluation for security room construction. And put the latest theory to the review and summarize, list some of the famous experts and scholars, the main theory, draw some conclusion. And sum up the uniqueness of Tianjin security room projects: this paper lists factors that influence security room construction in the background of the city of Tianjin. And mainly clear the uniqueness of Tianjin security rooms from policy, economy, operation and construction quality and some several aspects. The reasons that this uniqueness occurs is just because of the historical, cultural, economic and geographic location and other reasons. Tianjin government has spent a lot of money into basic construction in order to make Tianjin be a global big city. So, the uniqueness of security rooms is related to its economy; And we build index system of pro-evaluation for Tianjin security construction: On the basis of summary and analysis of the uniqueness of Tianjin security room projects, this paper can come up with a set of index system in the background of project evaluation theory and its uniqueness. All those can help us assess Tianjin security room projects. Finally we analyze and get the main methods of pre-evaluation of Tianjin security room projects.On the basis of building index system, this paper can summarize and show basic process and procedure, compared with common process of pro-evaluation. In the specific research links, we make research and analysis about how to determine the weight of each index, how to collect data and how to process data that is collected. Finally this paper can conclude the method to cooperation with this question. And the method which makes the weight of each index is also expounded through the analytic hierarchy process.
