中文摘要:青岛市集体企业联社(简称联社) 属公有制性质的大型企业集团,主要负责联社企业资产的管理和运营。建立现代企业制度、完善法人治理结构,是当前面前亟待解决的课题,也是青岛产业结构调整的重要内容。本文从理论和实践两个方面,结合联社改制前后两个时期的发展情况,针对联社绩效管理问题进行研究。分析了联社管理上存在的主要问题,回顾了改制前的绩效管理状况、存在的问题及原因,又综合运用实证研究、规范研究等理论研究方法,并结合实例分析了联社在新的体制下,建立绩效管理的总体思路、具体的应对策略、实施方案及所取得的效果;并就在实施现代企业制度、建立健全法人治理结构、完善绩效管理体系,保持企业持续健康发展,提出了进一步完善的重点措施。本文共分五章,第一章引 言主要介绍了选题的背景、解决的问题;研究的方法范围、方法、结论和研究的框架及思路;第二章阐述了国有企业实施现代企业制度的相关理论,概况了绩效管理相关理论,包括绩效管理的概念、影响绩效的因素、绩效管理与激励机制的关系以及绩效管理的作用;第三章回顾了联社改制前的基本情况,并分析了存在的主要问题(经济效益低下、企业内部激励约束机制落后);第四章阐述了联社改制后的绩效管理体系建设;第五章对进一步完善联社绩效管理体系进行思考并提出建议。 
英文摘要:Qingdao Collective Enterprises Association (Hereafter referred to as simply “QCEA”),QCEA is a public ownership enterprise of large enterprise groups, majored in management of enterprise assets and operations. In this article, from both theoretical and practical aspects point of view, combined with two periods of developing histories, to do research for performance management issues. We analyzed the main problems of management, reviewed the situation, problems and causes before the restructuring of the performance management, the integrated use of empirical research, normative theory and research methods and analysis with practical examples in the new system. About the establishment of the general concept of performance management and specific strategies, implementation plans, and in the implementation of modern enterprise system, establish a sound corporate governance structure, improve the performance management system and maintain the su stained and healthy development of enterprises to made a further improvements. This article is divided into 5 chapters, the first chapter descried the background of the subject, the solved problems, Study on the method scope, methodology, frameworks and ideas of findings and research. the second chapter described how does the state-owned enterprises implement the theory of modern enterprise system, it analyzed the basic characteristics, main concept and main way of the modern enterprise system. It including the concept of performance management, factors affecting performance, performance management and incentive relations; The third chapter reviews the situation of QCEA before the restructure, and analyzes the main problems (low cost , the weak system of internal incentive and restraint mechanisms management), and clarified the existence of the problem; The fourth chapter talked about the development of performance management system after reform, from organizational structure to the whole idea of performance management, to specific performance management system-building measures are outlined and compared before and after restructuring of the effect of performance management, analysis of existing problems; Chapter five, brought the suggestions of to further improve the performance management system, to be creative about QCEA HR management, strengthen the culture of its own.
