| 中文摘要: | 安全文化伴随着人类社会生产的出现而产生,现代意义的安全文化起源于20世纪80年代。进入新世纪以来,得到了各行各业特别是炼化等高危行业的重视,国家安监总局也于2009年正式发布《企业安全文化建设导则》(AQ/T 9004-2008)。中国石油有着优秀的企业文化,传承着大庆精神、铁人精神的企业之魂。同样,中国石油的安全文化也铭刻着鲜明的文化印记。改革开放以来,中国石油秉承“奉献能源、创造和谐”的核心经营理念,不断探索健康、安全与环境管理的长效机制。2007年,为实现建设综合性国际能源公司的战略目标,中国石油决定与杜邦公司开展国际HSE合作,推进HSE管理体系有效运行,建设和培育特色安全文化,并将大港石化公司作为首批试点单位。2008年4月9日,大港石化公司正式启动试点工作,笔者作为公司HSE管理体系推进工作领导小组负责人,策划并全程参与了此项工作。大港石化公司在认真研究国内外相关理论、实践的基础上,重点研究剖析了杜邦公司安全文化模型,深入总结中国石油优秀的企业文化、安全文化,结合大港石化公司自身实际,设计了大港石化公司安全文化的总体框架、总体目标、工作思路和具体安排,将杜邦公司安全管理的22个要素融入物质文化、行为文化、制度文化、精神文化四个层面,将国际先进的理念、文化有效融入中国石油的传统文化,并进行了大胆的探索和创新,取得了良好效果,具有大港石化特色的安全文化初步形成。本文通过对安全文化建设理论的系统研究,并结合大港石公司安全文化建设的实践,理论联系实际,对国有企业有效吸收融合国际先进的安全文化提出了方向和建议,希望能够为国内企业培育安全文化提供一些借鉴,使业界同行少走一些弯路。 | |
| 英文摘要: | Safety culture started with human came into being, safety culture of modern meanings started in 1980s. Since entering new century, much attention was paid on safety culture by all works of profession, especially petroleum refining and chemical enterprises, and China State Administration of Safety formally issued《The guideline of enterprise safety culture construction》(AQ/T 9004-2008). Petrochina has excellent enterprise culture, which inherits from the glory of Daqing Spirit and Iron Man Spirit. To the same, the safety culture of Petrochina is also engraved with the distinctive cultural imprint. Since the Chinese Economic Reform, Petrochina has adhered to such core business philosophy as “energy dedication harmony achievement” to explore the long-term health, safety and environmental management mechanism. In order to realize the building of an integrated international energy company strategic goal, Petrochina had decided to carried out international cooperation in HSE fields with Dupont Company in 2007 to push up HSE management system run efficiently and cultivate characteristic safety culture, and at that time Dagang Petrochemical Company became one of the first pilot units. Dagang Petrochemical Company Officially launched the pilot work on April 9, 2008, the author has Planned and fully participated in the work as the head of the HSE management system promotion leading group. On the basis of the study of related theories and practice home and abroad, especially the focus on the analysis of the safety culture model of Dupont company, and the basis of the in-depth summarization of Petrochina’s excellent enterprise culture and safety culture, Combined with their own actual of Dagang Petrochemical Company, the overall framework, overall objective, working train of thought and concrete arrangement had been designed out, which has combined the international advanced concepts and culture with Petrochina’s traditional culture. After lots of exploration, innovation, and good results, a characteristic Dagang safety culture has primarily come into being. After systematic study on the theory of safety culture construction, combining with the safety culture construction practice in Dagang Petrochemical Company, this paper has put out some suggestions on effectively absorption of the international advanced safety culture for nation-owned enterprises. This paper is hoped to provide some reference for domestic enterprises to cultivate a safety culture and avoid some frustration. | |
