中文摘要：	在当前国际形势继续发生深刻变化、中国农业参与国际合作和竞争正面临新的挑战、全国总体已进入加快改造传统农业走中国特色农业现代化道路、海南建设国际旅游岛、农垦改革不断深化的关键时刻。作为海南省政府的全资企业，海南省最大的国有农业企业群体，海南农垦集团有限公司（以下简称农垦集团）的农业发展要适应新形势，必须抓住海南国际旅游岛建设和农垦政企分离、独立运作的战略机遇, 依托资源优势、区位优势、产业优势，加快转变农业发展方式，转变经济增长点，促进可持续发展。发展现代农业，推进农业产业化经营、区域化布局和专业化分工，整合农业资源，调整产业结构，培育龙头企业，促进规模化、组织化、标准化生产、品牌建设和市场开拓等构建现代农业产业体系，延伸旅游、旅游地产等产业联动发展。发展循环经济，保持资源开发利用与生态环境保护协调持续发展。树立起海南农垦的新形象，成为海南经济社会发展新的重要增长极。 本文提出，海南农垦企业发展战略转型的总体思路是：以科学发展观为统领，按照转变增长方式、促进经济转型的要求，走可持续发展，加快发展现代农业，优化产业结构，加快培育优势产业，做大支柱产业，做强主导产业，积极发展战略性新兴特色产业，构建现代农业产业体系。认为海南农垦企业现代农业的转型应该大力优化农业产业结构及布局，优化产业组织及农业产业链组织，优化生态环境保护，优化现代农业发展保障措施。 本文在发展现代农业理论和循环经济理论的指导下，通过研究分析，结合海南农垦企业实际情况，研究适合海南农垦企业转型加快发展现代农业，为海南农垦经济发展提供建议。
英文摘要：	Nowadays, the international situation is still undergoing profound changes. The Chinese agriculture participates in the international cooperation and facing new challenges. Almost all the country are make efforts to turn the traditional agriculture to the modernization agriculture road with Chinese characteristics. And Hainan try to be an international travel island, Hainan State Farms comes to a critical moment to deepening the reform. As a wholly owned enterprise of Hainan province government, HSF is the biggest State–owned enterprise in the agriculture area and it must adapt to the new situations. The construction of international travel island, HSF separates from the government and operates by itself make it a big chance that HSF can use the advantages of resource, location and industry to change the way of agriculture development and the point of economic growth to promote sustainable development. To developing modern agriculture, we should promote agricultural industrialization, regional distribution and division of labor on the basis of specialization. And then, we should integration of agricultural resources, readjust the industrial set-up and build some leading enterprise to promote scale, organization, standardization production. At last ,we should also build some famous brand and promote the market. By doing this we can build up a modern agricultural industry system, and it can develop with tourist industry. HSF should develop recycling economy to make the continues development of resource and environment. By doing all this, we can build a new look of HSF, and make contribution to the development of Hainan economic. In this article, we think the main idea to make the development strategic transformation of HSF is that lead by the scientific development concept, change the economic growing way, and turn to the sustainable development. To modern agricultural industry system, we should modify the industrial structure, accelerate the advantage industry, make the pillar industry and leading industry strong, develop new strategic characteristic industry. To make the transformation of modern agriculture in HSF a good job, we must pay more attention to agriculture industry structure and location, industrial organization and agriculture industry chain organization, ecological environment protection and the security measures of modern agricultural development. By the guidance of Modern agriculture theory and Circulation economic theory, we did seriously research of HSF. According to the practical situation, we try to give some useful suggestion to accelerate the economic and transformation of modern agriculture in HSF.
