中文摘要：	二十世纪九十年代以来，随着世界经济一体化形势的日益明显和市场竞争形势的加剧，国内发电企业均面临着组织再造的压力。尤其是中国加入WTO后，国内五大发电集团均面临例如电力市场竞争激烈，企业经营成本持续走高，资金链断裂等问题与危险。那么如何应对竞争，并且实现可持续发展，已经成为众多国内发电公司管理者和管理理论研究者面前的一大难题。组织再造可以成为一个有力解决问题的工具。组织再造理论是90年代以后管理学界倍受关注的一大新课题，其研究和应用对于提升发电公司的管理、推动发电公司的发展乃至整个社会的进步具有重要意义。本文采用的研究方法是案例研究法，探讨所在企业国电康平发电有限公司的组织再造问题，运用案例分析的方式是最合适、效果最好的研究方法。本文在回顾价值链理论、企业组织结构理论、企业文化理论、组织重组理论的基础上，根据电力行业发展现状，结合国电康平发电有限公司实际情况，在实践中审视企业组织重组中所存在的问题，从企业组织结构的改善，企业燃料管理流程、生产管理流程、电力营销流程的整合，企业管理制度的整合完善以及企业文化的培养等几个方面提出可操作性的建议，以解决企业组织架构和管理制度存在的问题，从而达到有利于企业提高效率，改善绩效，实现可持续发展的目的。通过对国电康平发电有限公司案例的全面探讨，深入剖析其组织机构改造等相关一系列问题，试图为本企业解决存在的诸多弊端寻求思路，同时也为同行业的良性发展提供借鉴。
英文摘要：	Domestic power enterprises are confronted with the pressure of organization reengineering due to the coal prices rising and capital market’s pressure. Especially after China joins WTO, five domestic generation companies are faced with corresponding problems, such as power market competition is intense, business costs continued to rise, capital chain breaking problem and risk. So how to deal with competition, and achieve sustainable development have become challenges for domestic power companies and problems for researchers of management theory. Organization reconstruction can be a powerful tool for solving problems. After 1990s organization reengineering theory is becoming a hot problem that management scholars paid much attention to. Its research and application is important for improving the management of power generation companies, and the development of the whole society. This thesis adopts the case study research method.. The main purpose of this study is to explore the organization reengineering problem in Guodian kangping Generating Co., Ltd. enterprise, therefore the case analysis method is the most suitable, the best research methods. Based on the review of the theory of value chain, the theory of organizational structure, the theory of enterprise culture, the theory of organization reengineering and the present development situation of the power industry, this thesis uses the methods of case analysis, and combines the organization reengineering and its theory that Guodian kangping Generating Co., Ltd. are preparing for the organization reengineering theory and combining, trying to further propose operation recommendations on the basis of the explain. After the comprehensive discuss of the case of Guodian kangping Generating Co., Ltd. and deep analysis of the organizational transformation and other related issues, this research try to solve the disadvantages existing in the company, and provide mirror to the optimum development of power industry.
