中文摘要：	煤炭在中国一次能源消费结构中一直占据很大比重，特别是随着近几年中国经济的快速发展，对能源消费需求也越来越大，国内煤炭供需格局和市场均发生了较大变化。而占煤炭消费量超过一半的中国电煤市场表现异常活跃，随着电力生产规模的不断扩大和电煤消耗量的不断增长，长期积累的供需矛盾在近几年出现愈演愈烈之势，常因电煤供应不足造成电力生产的剧烈波动。并且近年来随着煤炭价格快速上涨，作为火电厂主要原料的燃料成本大幅上升，火电企业出现大面积亏损，在上网电价受到国家严格控制的情况下，开发电煤资源，千方百计保障煤炭供应，最大限度控制煤炭成本成为摆在发电企业面前的重要课题。本文试图通过对国电集团火电业务面临的内外部环境分析，煤炭供应链上下游的合作运行机制的建立，研究强化电煤资源供应保障策略和成本价格控制策略，暨认清煤炭行业发展的长远趋势，发电企业面临的严峻考验，也应根据煤炭、电力的长期发展规划，在煤炭自我保障、商业储煤、中转储备、运输资源开发方面寻找机会，抓住发展的有利时机，建立长期稳定的电煤资源开发战略，从长远发展的观点出发，超前制定电煤资源开发策略，从而为国电集团健康发展，实现企业转型奠定稳定、坚实的基础。
英文摘要：	Coal has occupied a large proportion in primary energy consumption structure of China. Especially as a result of China's rapid economic development and growing demand for energy consumption in recent years, there have been large changes in domestic coal’s supply and demand patterns and market. Thermal coal consumption that accounted for more than half of China's coal market was unusually active. With the continuous expansion of power production and the increase in coal consumption, the conflict between supply and demand that grew during a long term accumulation has been more and more severe, and the dramatic swings in power production appeared from time to time due to insufficient coal supplies. As a result of the significant increase in fuel costs of major raw materials in thermal power plants due to the rapid increases in coal prices in recent years, thermal power enterprises suffered vast losses. In the case of tightly control in the power price by the government, it has became the most important issue to develop coal resources, do everything possible to ensure the supply of coal, and maximize the control of coal costs. This article attempts to establish the cooperative running mechanism of the upstream and downstream in coal supply chain and do researches on strengthening coal resource supply policies and cost-price control policy through the analysis of internal and external environment that China Guodian Corporation faces. Not only the long-term trend of coal industry and the severe challenges to the power enterprises should be clarified, but also chances should be sought in coal self insurance, interim coal storage, transportation and storage, and transportation resource development, etc. We must seize the opportunity in the development, establish a long-term and stable thermal coal resource development strategy, and made the strategy in development of power coal resources in advance from a long-term point of view. Thus, we can lay a firm and solid foundation for the healthy development and the successful transition of China Guodian Corporation.
